UP IAS Reshuffle: Alok Kumar-II Becomes IIDC, 15 Officers Moved

The Government of Uttar Pradesh on 31 October 2026 transferred and reassigned 15 IAS officers, appointing 1993-batch officer Alok Kumar-II as Infrastructure and Industrial Development Commissioner (IIDC) and 1992-batch officer Anurag Srivastava as Agriculture Production Commissioner (APC). The UP IAS reshuffle follows the retirement of 1990-batch officer Deepak Kumar.

Deepak Kumar had held several of the state’s most powerful portfolios at once, including APC, IIDC, Additional Chief Secretary (Finance), chairman of UPEIDA and Commissioner, Vigilance. He was named CEO of UPEIDA in September 2025. The order spreads his charges across senior officers.

UP IAS reshuffle: the two big appointments

Alok Kumar-II becomes IIDC and chairman of the Projects and Infrastructure Corporation of Uttar Pradesh (PICUP). He keeps his charge as Additional Chief Secretary for Infrastructure and Industrial Development and the NRI Department. Kumar, who was promoted to Additional Chief Secretary in July 2025, studied electrical engineering at IIT Delhi and public policy at Princeton, and has served in NITI Aayog and the Chief Minister’s Office.

Anurag Srivastava takes over as APC and continues as Additional Chief Secretary for Namami Gange and Rural Water Supply, Minor Irrigation and Groundwater. He also stays Mission Director of the Rural Drinking Water Mission and Project Director of the State Clean Ganga Mission. Srivastava won the Prime Minister’s Award for innovation in public administration for using solar energy in Jal Jeevan Mission projects.

Who takes Finance, Civil Aviation and Vigilance

  • Chief Secretary Shashi Prakash Goyal gets additional charge of Additional Chief Secretary, Civil Aviation.
  • Alok Kumar-III, Principal Secretary for Planning, Programme Implementation and IT and Electronics, adds Finance, Institutional Finance and Externally Aided Projects.
  • M Devraj, Principal Secretary, Appointment and Personnel, adds chairman of the State Vigilance Commission and Administrative Tribunal-1.
  • Ajay Chauhan, Principal Secretary, PWD, becomes CEO of the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA).
  • Dr M K S Sundaram, Principal Secretary, Agriculture, adds Coordination and Project Director, UPDASP.

Other postings in the order

  • Krishna Kumar is the new Divisional Commissioner of Jhansi.
  • Amit Kumar Singh is Managing Director of Uttar Pradesh Jal Nigam (Rural), and Yogesh Kumar is Managing Director of the Pradeshik Cooperative Dairy Federation.
  • Chandra Shekhar adds CEO of the Pradhan Mantri Krishi Sinchai Yojana and Administrator of the Sharda Sahayak Command Area Development Authority.
  • Bhupendra S Chaudhary is Secretary of the UP Human Rights Commission, and Devendra Singh Kushwaha is Special Secretary, Administrative Reforms.
  • Praveen Mishra adds Managing Director of the UP Scheduled Castes Finance and Development Corporation and Director, Tribal Development.
  • Pandhari Yadav, Principal Secretary, Science and Technology, has been relieved of Externally Aided Projects.

Why it matters for Uttar Pradesh

The IIDC post steers investment, industrial corridors and expressway-linked development as the state chases its USD 1 trillion economy goal, while Alok Kumar-III now holds both IT and Finance. The reshuffle comes weeks after the state transferred seven IAS officers in October. Details of state departments are on the Uttar Pradesh government portal.
