Chhattisgarh has announced an ambitious roadmap to accelerate its digital transformation, with a strong focus on Artificial Intelligence (AI), digital governance, rural connectivity, and technology-led public services. Chief Minister Vishnu Deo Sai unveiled the vision while chairing a high-level review meeting of the Electronics and Information Technology Department at Mahanadi Bhawan in Raipur.

The meeting reviewed the progress of key initiatives, including AI adoption, BharatNet Phase-3, mobile network expansion, Seva Setu, e-Pragati PARAS (Project Assessment Review and Analysis System), Centres of Excellence, Data Labs, and other digital infrastructure projects. Discussions also covered skill development, startup promotion, employment generation, and the use of technology to strengthen governance across the state.
CM Vishnu Deo Sai Outlines Vision for AI-Led Governance

Addressing senior officials, Chief Minister Vishnu Deo Sai said Chhattisgarh has the potential to emerge as one of India’s leading AI-driven states. He emphasized that Artificial Intelligence is no longer just an emerging technology but an important tool for improving governance, transparency, administrative efficiency, and citizen service delivery.

He said the state’s AI strategy aims to prepare citizens for future technologies while enhancing business productivity, creating new employment opportunities, and delivering better public services. The government plans to integrate AI across sectors such as education, healthcare, agriculture, skill development, and public administration.

AI Skill Development to Reach Schools, Colleges and Government Offices
The state government has prepared a comprehensive AI vision document built around five key pillars:
- AI skill development
- Innovation and startup ecosystem
- Awareness and outreach
- Safe and responsible AI
- AI integration in governance
Under the initiative, school students will participate in AI awareness programmes, while AI and Robotics Clubs will be established in educational institutions. Colleges will introduce AI certification courses, research projects will receive financial support, and AI laboratories will be developed in Industrial Training Institutes (ITIs).
The government also plans to establish Centres of Excellence in universities and provide AI training to government employees to build future-ready administrative capabilities.
Startup Ecosystem to Get Major Push
To encourage innovation, the state will establish AI Centres of Excellence, Data Labs, startup incubation facilities, and research platforms. Officials also proposed creating cloud computing infrastructure, providing seed funding support, and strengthening collaboration between industry and academic institutions to promote AI-based entrepreneurship.
The initiative is expected to create new opportunities for startups, researchers, and technology professionals across Chhattisgarh.
Government Plans Responsible AI Framework
The review meeting also focused on developing a dedicated AI policy for the state.
The proposed framework will include safeguards for data security, citizen privacy, regular technology audits, and compliance with the Digital Personal Data Protection (DPDP) Act.
The government also plans to appoint AI nodal officers across departments, prepare department-specific AI implementation roadmaps, deploy AI-based decision support systems, and launch pilot AI projects in various government departments.

To make digital services more inclusive, the state will integrate the Bhashini platform, enabling citizens to access government services in their preferred regional languages.
Mobile Connectivity Expansion in Remote Areas
Reviewing telecom infrastructure, officials informed the Chief Minister that nearly 1,000 DBN-funded mobile towers have already been installed across the state during the past two-and-a-half years.
Additionally, 577 new mobile towers have been approved, with land already allocated for 406 sites. The remaining allocations are expected to be completed within a month.
The Chief Minister directed officials to expedite mobile and internet connectivity in remote, tribal, and forest regions.
BharatNet Phase-3 to Connect Over 4,100 Gram Panchayats
The meeting also reviewed the implementation of BharatNet Phase-3, under which 4,114 Gram Panchayats will be connected through a modern ring-topology broadband network.
The project includes:
- IP-MPLS-based integrated network infrastructure
- Expansion of Fiber-to-the-Home (FTTH) connectivity
- High-speed broadband access in rural areas
The initiative is expected to significantly strengthen digital connectivity across villages and improve access to online government services.
Seva Setu Portal Continues to Expand Citizen Services
Officials informed the meeting that the Seva Setu Portal currently provides 520 government services across 36 departments, including 111 hosted services and 409 integrated services.
The state now operates 16,726 Seva Kendras, providing citizens with easier access to public services.
Since April 1, 2025:
- More than 39.75 lakh applications have been received.
- Around 37.52 lakh applications have been successfully resolved.
- The portal has recorded a 94.3% service delivery success rate.
Recent enhancements include QR code-based certificate verification, Aadhaar authentication, DigiLocker integration, Treasury and e-Challan integration, and Direct Benefit Transfer (DBT) payment systems, improving transparency and service efficiency.
New Digital Infrastructure Planned for Nava Raipur
The government also reviewed several upcoming technology projects planned for Nava Raipur, including:
- Centre of Entrepreneurship
- AI Centre of Excellence
- Data Labs
- Security Operations Centre
- GIS-based monitoring systems
- Digital surveillance infrastructure
Officials said these projects will strengthen Chhattisgarh’s IT and IT-enabled Services (ITES) ecosystem, attract new investments, and create large-scale employment and entrepreneurship opportunities for young professionals.
Senior Officials Attend Review Meeting
The meeting was attended by Chief Secretary Vikas Sheel, Principal Secretary to the Chief Minister Subodh Kumar Singh, Secretary Rahul Bhagat, Electronics and Information Technology Secretary Ankit Anand, Joint Secretary to the Chief Minister Prabhat Malik, CHiPS Chief Operating Officer Mayank Agrawal, along with other senior government officials.
