eFiling 3.0: Law Ministry to Train Officials on Digital Courts

The Department of Justice, Ministry of Law and Justice, will hold a workshop titled “eFiling 3.0: From Process to Practice” on 4 November 2026 at Vigyan Bhawan, New Delhi, to train government officials on filing court cases online. Union Law Minister Arjun Ram Meghwal will attend, along with members of the eCommittee of the Supreme Court of India.

The workshop, announced by the Press Information Bureau on 3 November 2026, is part of the eCourts Mission Mode Project. Its goal is to get ministries, departments and public sector undertakings, which are among the biggest litigants in the country, to move their court filings onto the eFiling 3.0 platform. The push comes as courts invest in digital infrastructure, such as the Jharkhand High Court’s ₹35 crore data centre and AI tools.

What is eFiling 3.0?

eFiling 3.0 is the latest version of the online case-filing system built under the eCourts Project. It lets advocates, litigants and government pleaders file cases, upload documents and pay court fees online instead of submitting paper files at court registries.

Phase III of the eCourts Project aims at end-to-end digital and paperless courts and citizen-centric judicial e-services. It provides for universal adoption of eFiling across all courts, building on the groundwork laid when the Cabinet approved Phase II of the eCourts Mission Mode Project.

What the workshop will cover

The National Informatics Centre (NIC) will run the technical sessions. According to the ministry, they will cover:

  • An overview of the applications and services under the eCourts Project.
  • eCourts Single Sign-On (SSO) and the eCourts Services mobile app.
  • Features of eFiling 3.0, including facilities for government pleaders and government departments.
  • An open discussion with participating officers.

The sessions are aimed at designated officers of central ministries and departments, their attached and subordinate offices, autonomous and regulatory bodies, and PSUs.

Why government adoption of eFiling matters

Government bodies account for a substantial share of litigation in India. The ministry said their wider use of eFiling will improve efficiency and reduce reliance on physical court processes, cutting paperwork and travel for officials who handle government cases.

Courts have been steadily digitising case management, and the Kerala High Court’s digital court management system won a national e-governance gold award this year. At the same time, judges are weighing safeguards for new technology, as seen in the debate over fake precedents and hidden prompts pushing courts towards AI rules.

The full announcement is available in the PIB press release, and eFiling and other services can be accessed through the official eCourts portal.

Key takeaways

  • The Department of Justice will train government officials on eFiling 3.0 at Vigyan Bhawan on 4 November 2026.
  • NIC will cover eCourts SSO, the eCourts Services app and eFiling features for government pleaders.
  • Phase III of the eCourts Project aims for universal eFiling and paperless courts.
