Chhattisgarh Assembly to Go Paperless With NeVA Before Budget

The Chhattisgarh Legislative Assembly will become a fully paperless, digital House before its next Budget Session under the National e-Vidhan Application (NeVA), with the work expected to be completed within three months. Assembly Secretary Dinesh Sharma said on 3 November 2026 that the Chhattisgarh Infotech Promotion Society (CHiPS) is the nodal agency for the project.

A memorandum of understanding has been finalised between the Union Ministry of Parliamentary Affairs, the Chhattisgarh government and the Assembly Secretariat to bring the House onto the national “One Nation, One Legislative Platform” network, and a formal proposal has been sent to the Centre. The move follows the Madhya Pradesh Assembly’s shift to paperless House business with NeVA training for MLAs last month.

How the Chhattisgarh Assembly will go paperless

CHiPS is coordinating with the National Informatics Centre (NIC) and National Informatics Centre Services Inc. (NICSI) to convert the Assembly into what officials call a Digital House. Speaker Dr Raman Singh is personally pursuing the rollout, the Secretary said.

The House floor has been designed as an e-Chamber. The plan includes:

  • Tablets and digital devices on every MLA’s desk, replacing printed papers and bundles of questions.
  • Digital circulation of House business, including starred and unstarred questions.
  • An upgraded Assembly mobile app with daily agendas, bulletins and live streaming of proceedings.
  • Access on the app to the Governor’s address, budget speeches and question lists for MLAs, officials, media and citizens.

What is NeVA?

NeVA is a Mission Mode Project under Digital India, run by the Ministry of Parliamentary Affairs, that gives all state legislatures a common digital platform for House business. Members can access questions, bills, notices and papers on devices, while citizens can follow proceedings through the official NeVA portal. Other legislatures already on the platform include Puducherry, where the Union Minister launched NeVA in the Assembly in 2025.

Why it matters for Chhattisgarh’s digital governance

Proceedings have already moved to the new Assembly complex in Sector 19, Nava Raipur, built for about ₹324 crore and inaugurated on State Foundation Day last year. Going paperless would cut printing costs and speed up the flow of legislative documents across a 51-acre estate where landscaping, parking and the installation of the National Emblem are still under way.

The project adds to the state’s wider digital push. Chhattisgarh’s Seva Setu portal now offers more than 450 government services online, and the state earlier unveiled an AI and digital governance roadmap for public services. More on the national programme is available from the Ministry of Parliamentary Affairs.

Key takeaways

  • The Chhattisgarh Assembly plans to go fully paperless under NeVA within three months, before the next Budget Session.
  • CHiPS is the nodal agency, working with NIC and NICSI; an MoU with the Ministry of Parliamentary Affairs is in place.
  • Every MLA will get a tablet, and the Assembly app will stream proceedings and host House papers.
