In the heart of India, there lies a state known for its fertile lands, rich culture, and bustling cities—Punjab. For years, it has been the country’s breadbasket, a land where agriculture thrives. But in recent times, this vibrant state has been on a journey of transformation, not just in its fields, but in its urban spaces too.

Among the many ambitious projects designed to reshape the future of Punjab, one stands out—The Punjab Municipal Services Improvement Project. This groundbreaking initiative aims to transform the way cities like Amritsar and Ludhiana function, enhancing the lives of millions and paving the way for sustainable growth.


It all began in 2020 when a vision was born to address the growing challenges of urban governance, infrastructure, and service delivery in these two historic cities. The World Bank and the Asian Infrastructure Investment Bank (AIIB) came together, pooling their resources to co-finance the project with a hefty sum of USD 105 million. The plan was clear—improve water supply, strengthen urban governance, and provide services that are sustainable for generations to come.

The Heart of the Project: Empowering Urban Governance

Imagine walking through the busy streets of Amritsar, with its ancient temples and vibrant markets. Now, picture these streets becoming cleaner, safer, and better managed. This was one of the primary goals of the project. Through the first phase, the project aimed to strengthen urban service delivery systems. In practical terms, this meant equipping the municipal corporations of Amritsar and Ludhiana with the tools they needed to become more efficient, financially sustainable, and accountable.

But this was not just about providing new equipment. It was about transforming the very culture of governance. The project focused on training municipal staff, offering technical assistance, and ensuring that the administration was not just competent but diverse and inclusive, with a focus on gender equality and workplace diversity.

Ensuring Clean Water for All

For cities that are rapidly growing, access to clean water is one of the most pressing needs. In Amritsar and Ludhiana, water scarcity was a challenge that could no longer be ignored. So, the second component of the project came into play: Improving water supply infrastructure.

Imagine the bustling city of Ludhiana—its streets are alive with activity, but there’s always the looming question: where does the water come from? The Punjab Municipal Services Improvement Project had an answer. New water treatment plants (WTPs) were to be built: a 440 MLD plant in Amritsar and a 580 MLD one in Ludhiana. Alongside this, there were plans to construct reservoirs, raw water intake structures, and a network of clean water transmission lines. This would not only ensure that the cities had enough water to meet the growing demands but also that the water was clean and safe for everyone.

A Response to Crisis: Handling the Pandemic

As the world faced the challenges of COVID-19, Punjab was not spared. However, the project’s designers had a forward-thinking strategy. A part of the funding was earmarked to address the immediate needs of the pandemic. This included non-medical interventions to help the municipalities respond effectively to the crisis. The funds were distributed as block grants to the cities, enabling them to handle the challenges brought on by the pandemic—from maintaining hygiene and sanitation to addressing the needs of the most vulnerable.

Overcoming Challenges: Environmental and Social Care

Like any large-scale project, the Punjab Municipal Services Improvement Project had its share of challenges. The construction of the water treatment plants and other infrastructure raised important environmental and social questions. What would happen to the land and the people living there? How could the construction work be done without damaging the environment?

The project didn’t shy away from these issues. The team worked closely with experts to create a detailed Environmental and Social Management Framework (ESMF), ensuring that any potential risks—such as pollution, land acquisition, and worker safety—were mitigated. The project also set up a Grievance Redress Mechanism (GRM) to ensure that affected communities could voice their concerns and receive solutions.

Through extensive consultations, the project planners also made sure that vulnerable groups—those often left out of the development process—were included. They engaged with the community through two rounds of consultations, gathering feedback and ensuring that their voices were heard.

A Long-term Vision: What Lies Ahead

By April 2021, the project had received official approval, and work began in earnest. The latest field visit in December 2023 showed that things were moving forward smoothly. The transformation in Amritsar and Ludhiana was underway, and the project’s impact was already visible.

As the project continues to evolve, it promises to set an example for other states in India and beyond, showing how urban development can be done thoughtfully and responsibly.
