The Punjab Government has undertaken a fresh administrative reshuffle, transferring six IAS officers and assigning them new responsibilities across several important departments, including health, infrastructure, finance, cooperatives, information technology and prisons administration.

The changes, announced by the Department of Personnel, have come into effect immediately and are aimed at strengthening governance, improving departmental coordination and enhancing service delivery across the state.

Manvesh Singh Sidhu Gets Additional Charge of PIDB

Senior IAS officer Manvesh Singh Sidhu, a 2004-batch officer, has been entrusted with the additional responsibility of Managing Director of the Punjab Infrastructure Development Board (PIDB).

Sidhu will continue to serve in his existing roles as Administrative Secretary, Labour; Secretary, Revenue and Rehabilitation; and Commissioner, Roopnagar Division. With the new assignment, he will now oversee one of the state’s key agencies responsible for planning and implementing infrastructure projects.

Girish Dayalan Posted as Special Secretary, Jails

IAS officer Girish Dayalan, a 2011-batch officer, has been transferred and appointed as Special Secretary in the Jails Department.

Before this posting, Dayalan was handling several important assignments, including Registrar of Cooperative Societies, Managing Director of the Punjab State Cooperative Bank, Managing Director of the Punjab Infrastructure Development Board and Managing Director of MARKFED.

His move to the Jails Department marks a significant shift from cooperative and infrastructure administration to correctional governance.

Sanyam Aggarwal Takes Charge of Cooperative Institutions

IAS officer Sanyam Aggarwal, from the 2012 batch, has been given additional responsibilities in Punjab’s cooperative sector.

Currently serving as Special Secretary, Health and Family Welfare, and Chief Executive Officer of the State Health Agency, Aggarwal will now also hold the positions of Registrar, Cooperative Societies, Punjab, and Managing Director of the Punjab State Cooperative Bank.

The additional responsibilities come as part of the redistribution of portfolios following Girish Dayalan’s transfer.

Vishesh Sarangal Gets Additional Role at MARKFED

IAS officer Vishesh Sarangal, a 2013-batch officer, has been assigned the additional charge of Managing Director of MARKFED, one of Punjab’s largest cooperative organisations.

Sarangal will continue in his existing positions as Special Secretary, Good Governance and Information Technology; Director, Good Governance and Information Technology; and Chief Executive Officer of the Punjab State e-Governance Society.

The new role expands his involvement in both governance reforms and the cooperative sector.

Sakshi Sawhney Appointed Special Secretary, Health

IAS officer Sakshi Sawhney, from the 2014 batch, has been appointed Special Secretary, Health and Family Welfare.

She will continue to serve as Mission Director of the National Health Mission (NHM), Punjab, and Chief Administrator of the Punjab Urban Planning and Development Authority (PUDA).

Her appointment is expected to strengthen coordination within the state’s healthcare administration and support the implementation of ongoing public health initiatives.

Preeti Yadav Given Additional Finance Department Responsibility

IAS officer Preeti Yadav, also a 2014-batch officer, has been entrusted with the additional charge of Special Secretary, Expenditure, Finance Department.

She will continue to hold her current position as Special Secretary, Employment Generation, Skill Development and Training.

The new responsibility is expected to enhance coordination between financial planning and employment-focused programmes being implemented by the state government.

Focus on Administrative Efficiency

The Punjab Government has directed all officers concerned to assume their new responsibilities immediately. Departments have also been instructed to ensure a smooth transition and maintain continuity in administrative work.

Officials said the reshuffle is part of the government’s ongoing efforts to strengthen governance and improve efficiency in key sectors. With departments such as health, infrastructure, finance, cooperatives, digital governance and correctional administration playing a crucial role in the state’s development agenda, the latest appointments are expected to improve inter-departmental coordination and accelerate decision-making.

The reshuffle highlights the government’s focus on placing experienced officers in strategic roles to support effective administration and better public service delivery across Punjab.
