CISF Partners With Digital India Corp on Force IT Overhaul

The Central Industrial Security Force (CISF) has signed a Memorandum of Understanding with Digital India Corporation (DIC), under the Ministry of Electronics and Information Technology (MeitY), for a two-year phased IT modernisation programme. Reported on 4–5 November 2026, the pact aims to integrate more than 40 existing digital modules into one secure, cloud-ready platform for the force’s around 2.2 lakh personnel.

The partnership sits within India’s wider Digital India push that DIC steers. IPS officer Akhil Kumar was appointed MD and CEO of Digital India Corporation in August 2025, and MeitY continues to deepen data and e-governance frameworks such as its DEPA framework for sensitive datasets.

What CISF’s IT modernisation will deliver

CISF already runs more than 40 in-house digital modules spanning personnel management, salary, training, inventory and operations. The MoU is meant to stitch those fragmented tools into a common interface with automated alerts and real-time tracking, so personnel no longer hop across separate portals for routine work.

  • Leave applications, weekly offs and duty changes through mobile access, building on the existing e-Anurodh platform that covers 40 to 50 request categories.
  • Grievance filing and follow-up on the e-Grievance portal, which has received 55,046 complaints so far and resolved 53,043 of them.
  • Online access to service records via the e-service book portal, alongside welfare services such as Ayushman-linked healthcare, mess feedback, welfare loans and Director General scholarships.
  • Dashboards for senior officers on manpower, training and resources, plus upgrades to the force’s cybersecurity framework.

CISF said its leave management system has already processed more than 95 lakh transactions. The modernisation work begins with a three-month review of existing IT infrastructure, followed by phased integration and upgradation over the two-year window.

Why the CISF Digital India MoU matters

Although the force built many of these systems in-house, they were developed at different times and are not fully connected. That forces personnel to re-enter the same details on multiple platforms and leaves officers stitching reports from scattered systems. A single cloud-ready stack is meant to cut paperwork, reduce duplication and give commanders a more accurate picture of the force.

CISF Director General Praveer Ranjan said internal teams had already built digital systems that personnel use every day, and that the next step is to bring those systems together so paperwork falls and officers can access accurate information whenever required.

The IT programme follows CISF’s shift from a territorial command model to a specialised functional sector-based structure covering Power, Coal, Steel, Petroleum and Natural Gas, ports, government buildings, museums and monuments, mass rapid transit, aviation, and atomic energy and space sites. Administrative digitisation is meant to match that operational redesign.

The move also echoes a longer arc of force digitisation. Nearly two decades ago, the then President had urged creation of a CISF e-governance grid; today’s MoU with DIC puts that integration agenda on a time-bound footing with MeitY’s delivery arm. More on DIC’s mandate is available on the Digital India Corporation website, and MeitY’s broader role is outlined at meity.gov.in.

Key takeaways

  • CISF and Digital India Corporation (MeitY) have signed a two-year MoU to modernise the force’s IT stack.
  • More than 40 digital modules will be unified into one secure, cloud-ready platform for about 2.2 lakh personnel.
  • Services in scope include leave, grievances, duty changes, e-service book and e-Anurodh, with a three-month infrastructure review first.

FAQ

Who is implementing CISF’s IT modernisation?

Digital India Corporation, under MeitY, is the MoU partner. CISF’s own teams built many of the existing modules that will now be integrated.

Which services will personnel access on the new platform?

Leave, weekly offs, duty changes, grievances, e-service book records and related welfare requests are among the services expected on the unified interface, with mobile access for several of them.

How long will the programme take?

It is structured as a two-year phased programme, starting with a three-month review of CISF’s existing IT infrastructure before integration and upgrades proceed.
