In a significant appointment, UP cadre IPS officer Akhil Kumar (1994 batch) has been named the Managing Director and Chief Executive Officer of the Digital India Corporation under the Ministry of Electronics and Information Technology. He will serve in the rank and pay of Additional Secretary to the Central Government, as per the order issued by the Appointments Committee of the Cabinet on Monday night.
Currently serving as Kanpur Police Commissioner, Kumar’s central deputation was cleared after the Uttar Pradesh Home Department issued a No-Objection Certificate on April 25, 2025. His file will now move through the Chief Minister’s Office for final clearance, following which he will be relieved from state cadre duties.
An alumnus of IIT Delhi and a Fulbright Scholar, Kumar also holds an MPhil in National Security Strategy from the National Defence College, Delhi. His distinguished career includes serving as Director in the Ministry of External Affairs (2013–2016), where he managed Counter-Terrorism and Cyber Policy and represented India at top global platforms including the United Nations. Notably, in 2015, the UN appointed him as a Counter-Terrorism Advisor.
Across Uttar Pradesh, Kumar has served in key policing roles—ADGP Gorakhpur, SSP Ghaziabad, Lucknow, and Aligarh, apart from SP postings in multiple districts. Internationally, he contributed to the UN Mission in Kosovo (2004).

For his courageous leadership, he was awarded the Gallantry Medals (2005 & 2007) by the President of India for eliminating Chambal bandit king Nirbhay Singh Gujjar and neutralising an interstate gang in Banda.
Between 2016 and 2019, he was Joint Secretary in the Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti.
