In one of the largest technology investments announced for Odisha, HCLTech has signed a Memorandum of Understanding (MoU) with the Odisha Government to establish an AI Data Centre and a Global Delivery Centre in the state. The project is expected to attract investments of over ₹15,000 crore and strengthen Odisha’s position as an emerging hub for artificial intelligence and digital infrastructure.
The agreement marks HCLTech’s first investment in an AI data centre in India and is expected to generate thousands of employment opportunities while boosting the state’s digital economy.
AI Data Centre to Anchor Odisha’s Digital Growth
As part of the partnership, HCLTech will establish a state-of-the-art AI Data Centre within the proposed Sovereign AI Park in Odisha in collaboration with Sarvam AI.

The company plans to invest around ₹14,257 crore in developing the facility, which will support advanced AI computing capabilities and strengthen India’s growing AI ecosystem.
Officials believe the project will position Odisha as a key destination for AI infrastructure and high-performance computing.
Global Delivery Centre to Create Jobs
Alongside the AI Data Centre, HCLTech will set up a Global Delivery Centre in Bhubaneswar.
The facility is expected to create more than 5,000 direct high-skilled jobs while also generating thousands of indirect employment opportunities across allied sectors.
The investment is likely to strengthen Odisha’s IT ecosystem and attract additional technology-driven businesses to the state.
MoU Signed in Presence of Senior Leaders
The agreement was signed in the presence of the Chief Minister of Odisha, senior government officials, HCLTech Chairperson Roshni Nadar Malhotra, Minister for Electronics and Information Technology Dr. Mukesh Mahaling and representatives from Sarvam AI.
The collaboration reflects a joint effort by the government and the private sector to promote innovation, digital infrastructure and technology-led economic growth.
