In a major administrative reshuffle, the Haryana government has transferred 23 IAS officers, bringing significant changes across key departments. The orders were issued by Chief Secretary Anurag Rastogi, reflecting a broad realignment in governance and departmental responsibilities.
Among the key changes, Anurag Agarwal, who was serving as Additional Chief Secretary (ACS), PWD (B&R), has been posted as ACS, Town and Country Planning, relieving Apoorva Kumar Singh. Singh has now been posted as ACS, Higher Education and PWD (B&R).
Ashima Brar, Commissioner and Secretary, Excise and Taxation, has been given the additional charge of Administrative Secretary, Energy. Meanwhile, Vikram, Managing Director of Dakshin Haryana Bijli Vitran Nigam (DHBVN), has been assigned additional charge of MD, Uttar Haryana Bijli Vitran Nigam, replacing Mani Ram Sharma, who has been posted as Registrar, Co-operative Societies.
Ashok Kumar Meena, Director General, Urban Local Bodies (ULB), has been posted as Commissioner and Secretary, ULB, while continuing to hold charge as Director General, Foreign Cooperation. Mukul Kumar, Director, Hospitality, has been posted as Director, ULB.
J Ganesan, Director General, Housing for All, has been given additional charge of Commissioner and Secretary, Food, Civil Supplies and Consumer Affairs, relieving Raja Sekhar Vundru.
In the infrastructure and industrial sector, Aditya Dahiya, Managing Director of HSIIDC, has been posted as Managing Director, Haryana Vidyut Prasaran Nigam, while continuing as Director, Department of Future, Haryana. Sushil Sarwan, Deputy Commissioner, Sonepat, has been appointed as MD, HSIIDC, and Neha Singh, who was awaiting posting, has been posted as Sonepat DC.
Vijay Kumar Siddappa Bhavikatti, who had been awaiting posting since December 2025, has been appointed Managing Director, HAFED and Managing Director, Haryana International Horticultural Marketing Corporation, Ganaur.
G Anupama, ACS, Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya, has been given additional charge of ACS, Civil Aviation.
Vijayendra Kumar, ACS, Cooperation, has been posted as ACS, Agriculture, relieving Pankaj Agarwal, who has been appointed Principal Secretary, Irrigation and Mines and Geology.
Vijay Dahiya, Principal Secretary, Sports, has been given additional charge of School Education. PC Meena, Commissioner and Secretary, Human Resources and CEO, Gurugram Metropolitan Development Authority, has been given additional charge as CEO, Faridabad Metropolitan Development Authority.
Saket Kumar, Additional Principal Secretary to the Chief Minister, has been given additional charge of Commissioner & Secretary, Cooperation Department.
A Mona Sreenivas, Additional Resident Commissioner, Haryana Bhawan, New Delhi, has been given charge of Resident Commissioner, Haryana Bhawan, New Delhi and CEO, Sonepat Metropolitan Development Authority.
Varsha Khangwal, Additional Director (Administration), Public Relations, has been given additional charge as State Project Director, Haryana School Shiksha Pariyojna Parishad.
IPS Transfers Also Announced
Alongside IAS changes, the Haryana government also issued transfer and posting orders for 18 IPS officers, as per orders issued by Additional Chief Secretary (Home) Sudhir Rajpal.
Kala Ramachandran, Director of Haryana Police Academy, has been given additional charge as Director, Forensic Science Laboratory, Madhuban.
Sanjay Kumar, Additional DGP (Law & Order), has been given additional charge of Haryana State Narcotic Control Bureau (HSNCB).
Sibash Kabiraj, Commissioner of Police, Panchkula, has been assigned additional charge as ADGP Cyber and Director, State Crime Records Bureau.
Rajshree Singh, Commissioner of Police, Jhajjar, on promotion, has been posted as ADGP.

Abhishek Jorwal, DCP (HQ), Faridabad, has been posted as DIG (Law & Order), Police Headquarters, Panchkula, on promotion.
Rajender Kumar Meena, SP Commando, Newal Karnal, on promotion to DIG rank, has been posted as Joint Commissioner of Police, Sonepat.
Dheeraj Kumar, who was awaiting posting, has been posted as AIG, Training at Police Headquarters, while Anshu Singla has been posted as SP, RTC, Bhondsi.
This large-scale reshuffle reflects the state government’s effort to strengthen administrative efficiency and align leadership across departments ahead of upcoming governance priorities.
