‘Aaple Sarkar’ Portal

The Maharashtra Right to Service Act, 2015 has been a transformative force in delivering government services efficiently and transparently. The Act mandates the state government’s timely delivery of services to citizens, ensuring accountability and reducing bureaucratic delays. Over the past nine years, the Act has facilitated over 16 crore applications, with more than 15 crore successfully processed, achieving a remarkable 90% disposal rate.

The Maharashtra State Commission for Right to Services, established to oversee the implementation of this Act, plays a crucial role in maintaining service standards. In a recent public discussion, key officials, including Chief Commissioner Manu Kumar Srivastav, State RTS Commissioner Baldev Singh, Revenue Division RTS Commissioner Dilip Shinde, Dr. Kiran Jadhav (State RTS Commissioner, Aurangabad Revenue Division), Abhay Yawalkar (State RTS Commissioner, Nagpur Revenue Division), Dr. Narukulla Rambabu (State RTS Commissioner, Amravati Revenue Division), and Chitra Kulkarni (State RTS Commissioner, Nashik Revenue Division), highlighted the Act’s journey and impact. They emphasised the importance of spreading awareness about the commission’s role.

Revolutionising Access to over 400 Services

Central to the Act’s implementation is the Aaple Sarkar Digital Portal, which serves as a ‘one-stop platform’ for accessing over 400 government services across various departments. This online platform has revolutionised how citizens access essential services, providing a centralised and user-friendly system for obtaining various government certificates, documents, and services.


The portal, along with 40,255 Aaple Sarkar Seva Kendras across the state, provides citizens convenient access to services ranging from obtaining certificates to applying for government schemes. The platform’s digital nature eliminates the need for physical visits to government offices, offering services online or via mobile applications.

The portal’s Certificate Authentication feature allows users to verify the authenticity of their documents using an 18-digit barcode. This ensures the credibility and security of documents obtained through the platform. Additionally, the portal provides a user-friendly interface, secure authentication processes, and comprehensive service offerings, setting a new standard for digital governance in Maharashtra.

Streamlining Public Services Across Departments

Hon’ble Deputy Chief Minister of Maharashtra, Devendra Fadnavis, emphasised, “Accountability, efficiency, transparency, and inclusion are the pillars of good governance. In today’s era, true governance is tested by how services are provided and paperwork is processed with minimal human intervention and within a time-bound framework. Citizens should be able to obtain desired services or have their paperwork processed transparently and predictably without needing to know the individuals behind the scenes. Technology is the only way to scale governance and meet the aspirations of our young population. We proudly state that Maharashtra has a dedicated portal, ‘Aaple Sarkar,’ through which more than 400 online services are offered.”

The Aaple Sarkar portal provides a wide range of services from multiple departments, including:

Revenue Department: Issuance of income certificates, caste certificates, resident certificates, and more.

Labour Department: Registration of shops and establishments, labour licenses, and factory registrations.

Agriculture Department: Soil and water testing, seed dealer licenses, and agricultural certifications.

Transport Department: Vehicle registrations and other transportrelated services.

Extending Digital Governance: The Aaple Sarkar Mobile App

The Maharashtra government launched the Aaple Sarkar mobile application on 25th Jan 2015, which is available for Android and Apple users. The app allows citizens to apply for services, make secure online payments, track application status, and receive real-time alerts. This mobile-friendly approach broadens the reach of government services, making them more accessible and efficient for all citizens.

The Maharashtra Right to Service Act and the Aaple Sarkar platform embody the state’s commitment to using technology to enhance public service delivery. By providing a transparent, efficient, and citizen-centric digital governance model, Maharashtra is setting a precedent for other states to follow.

Aaple Sarkar 2.0: Enhancing UX with Improved Capabilities

Manu Kumar Srivastav, the State Chief Commissioner of the Right To Services Commission, has announced an exciting upgrade to the Aaple Sarkar portal: Aaple Sarkar 2.0. This enhanced version of the portal is designed to address user concerns and improve service delivery. Key upgrades include the ability to handle larger document uploads and a fully digital workflow that eliminates manual intervention. Users can now access services simply by scanning a QR code, streamlining the entire process from application to service delivery.

Over the past nine years, the Maharashtra Right to Service Act has facilitated over 16 crore applications, with more than 15 crore successfully processed, achieving a remarkable 90% disposal rate.

Key features:

Digital Workflow: From end-to-end, the service process is now completely digital, with no need for manual intervention.

Enhanced Efficiency: Officers can perform multiple digital signatures in one go, significantly reducing processing time.

SMS Alerts: Citizens will receive SMS notifications at every step of the process.

Expanded Accessibility: Plans are underway to introduce Aaple Sarkar 2.0 on WhatsApp and Telegram for added convenience.

This upgrade promises to further enhance the user experience and efficiency of service delivery in our state.
