The Appointments Committee of the Cabinet (ACC) has approved the appointment of senior IAS officer Vivek Kumar Dewangan as Secretary of the National Commission for Scheduled Castes (NCSC) under the Ministry of Social Justice and Empowerment.
Appointment Takes Effect on Joining
Dewangan is a 1993-batch IAS officer of the Manipur cadre and is currently serving in his parent cadre. As per the Department of Personnel and Training (DoPT) order dated September 5, he will assume the new responsibility from the date he takes charge.
He will continue as NCSC Secretary until his superannuation or until further orders, whichever is earlier.

Currently Handling Tribal Affairs in Manipur
Dewangan is presently serving as Additional Chief Secretary in charge of Tribal Affairs and Hills, Government of Manipur. His administrative career includes assignments at both the state and Central government levels.
Former REC Chairman and Managing Director
Before returning to Manipur, Dewangan served as Chairman and Managing Director of REC Limited, taking charge in May 2022. Prior to that, he was Additional Secretary in the Ministry of Power and had also served as Joint Secretary in the ministry.
His Central government experience spans areas including power, energy, petroleum and natural gas, economic affairs, commerce and industry, law and justice, rural development and education.
At the state level, he has handled responsibilities related to finance, elections, agriculture, food processing, human resource development, sericulture, cooperation, revenue administration and Panchayati Raj, besides serving in district-level positions in Chhattisgarh and Manipur.
Engineering and Technology Background
Dewangan holds a Bachelor of Engineering in Electronics from NIT Bhopal and a postgraduate degree in Optoelectronics and Optical Communication from IIT Delhi.
New Role at NCSC
His appointment brings extensive experience in infrastructure, energy and public administration to the NCSC. As Secretary, Dewangan will oversee the Commission’s administrative functioning and support its work related to monitoring safeguards for Scheduled Castes, examining complaints and coordinating with government authorities.
