Madhya Pradesh is preparing for a major digital transformation as the state government and Google Cloud India move toward a strategic partnership focused on Artificial Intelligence-driven governance and technology-led public services. Chief Minister Mohan Yadav chaired a high-level round table discussion in Bhopal with Google Cloud officials to explore the use of AI across administration, citizen services, and preparations for Simhastha 2028.
The proposed collaboration is expected to strengthen AI adoption across sectors including healthcare, education, agriculture, public safety, and governance.
AI Center of Excellence Planned in Indore
A major outcome of the discussions was the announcement of plans to establish an AI Center of Excellence in Indore.
Additional Chief Secretary Neeraj Mandloi said the Madhya Pradesh government and Google Cloud India are preparing to sign a Memorandum of Understanding for the initiative.
The proposed center will focus on:
- AI innovation and research
- Skill development and training
- Industry-focused AI solutions
- Governance technology applications
- Product development and ecosystem building
Officials said the initiative aims to create a large AI talent network by training and connecting more than 10,000 developers.
Simhastha 2028 Set for Technology Upgrade
A major focus of the meeting was the plan to transform Simhastha 2028 into a technology-enabled mega event using AI-based systems.
Google Cloud India proposed advanced solutions, including:
- Real-time crowd management
- Predictive traffic systems
- Emergency response technologies
- Digital twin monitoring systems
- Smart public safety tools
Officials believe these technologies can help manage large gatherings more efficiently while enhancing security and public convenience.
‘Sahayak’ AI App Proposed for Pilgrims
Google Cloud India also introduced the concept of a multilingual AI-enabled application called “Sahayak.”
The application is designed to provide:
- Live crowd information
- Route and traffic guidance
- Emergency alerts
- Event updates
- Voice support in multiple languages
The proposed digital assistant is expected to improve communication and help visitors navigate large religious gatherings more efficiently.
AI Solutions Planned for Agriculture, Healthcare and Education
The discussions also explored AI implementation across major social sectors.
For agriculture, Google Cloud proposed a Gemini-powered AI network that could provide farmers with localized guidance, market insights and digital support services.
In healthcare, a proposed “Ojas AI” framework may support:
- Remote clinical assistance
- High-risk pregnancy identification
- Real-time health monitoring systems
In education, AI-enabled initiatives discussed included:
- Personalized learning platforms
- Virtual tutors
- Teacher support tools
- Multilingual education systems
Officials said these initiatives could eventually benefit more than five lakh students and around one lakh teachers across the state.
AI-Based Governance and Public Safety Systems Under Discussion
The collaboration also includes plans to improve governance through AI-enabled citizen services and public administration tools.
Proposals include:
- Automated grievance systems
- Conversational citizen platforms
- Intelligent document processing
- Integrated data systems
The meeting also explored AI applications in policing and public safety through predictive analytics, digital forensic tools and emergency response systems.

Google Cloud India also committed support for AI skill development, cloud infrastructure, pilot projects, startup ecosystem development and cybersecurity initiatives.
At the conclusion of the discussions, both sides agreed to develop a department-wise implementation strategy to ensure timely execution of the proposed projects.
With plans spanning governance, infrastructure, education and public services, Madhya Pradesh is positioning itself to emerge as a national model for AI-driven governance and digital innovation.
