Madhya Pradesh Transfers 26 IAS Officers in Major Reshuffle; Shiv Shekhar Shukla Appointed Revenue Board Chairman

Bhopal: In a significant administrative overhaul, the Madhya Pradesh government on Sunday carried out a large-scale reshuffle of the state bureaucracy, transferring 26 Indian Administrative Service (IAS) officers across key departments.

The transfer orders were issued by the General Administration Department (GAD) under the direction of Chief Secretary Anurag Jain. The reshuffle, announced on a public holiday, reflects the urgency and strategic importance attached to the changes.

The move came just ahead of Chief Minister Dr. Mohan Yadav’s visit to Davos, underscoring the government’s intent to reorganise its administrative machinery before embarking on important international engagements.

Shiv Shekhar Shukla Appointed Chairman, Revenue Board

One of the most notable changes in the reshuffle is the appointment of Shiv Shekhar Shukla (1994 batch IAS) as Chairman of the Madhya Pradesh Revenue Board.

Shukla has been relieved of his additional responsibilities as Additional Chief Secretary in the Culture and Tourism, Religious Trusts and Endowments, and Home departments. His new posting is seen as a major administrative shift at the senior-most level.

Umakant Umrao Retains Key Role

Senior IAS officer Umakant Umrao (1996 batch) has been relieved from the Mineral Resources Department but will continue as Principal Secretary, Animal Husbandry and Dairy Development Department, ensuring continuity in a crucial sector.

New Posting for Dilip Yadav

In another key development, Dilip Yadav (2014 batch IAS), who was recently removed as Municipal Commissioner of Indore following a drinking water contamination incident, has received a new assignment.

Within just 16 days of his transfer, he has now been appointed Managing Director of the Madhya Pradesh State Tourism Development Corporation (MPSTDC).

Meanwhile, Kshitij Singhal (2014 batch) has taken over as the new Commissioner of Indore Municipal Corporation.

Major Changes in Energy and Power Sector

The reshuffle has also brought significant changes in the energy department.

IAS Vishesh Gadpale (2008 batch) has been entrusted with multiple responsibilities, including:

  • Secretary, Energy Department

  • Managing Director, MP Power Management Company, Jabalpur

  • Additional charge of Managing Director, MP Eastern Region Power Distribution Company

Officials say these appointments are aimed at strengthening leadership in the state’s crucial power and energy management system.

Tarun Rathi Moved to Tribal Development

IAS Tarun Rathi (2010 batch) has been transferred from the post of Commissioner, Health Services and appointed as Commissioner, Tribal Development, a department of high priority given Madhya Pradesh’s large tribal population.

Shobhit Jain Gets Elevated Responsibility

IAS Shobhit Jain has been promoted to a higher level of responsibility and appointed Principal Secretary, Animal Husbandry Department, after being moved from the Food Department.

New Appointments in Health Department

The reshuffle also includes fresh appointments in the Health Department. Three IAS officers have been given responsibilities in this sector:

  • Dhanraju S

  • Rahul Haridas

  • Disha Nagwanshi

Their postings are expected to strengthen health administration and improve service delivery at the ground level.

First-Time Independent Charges for Several Officers

In a move aimed at empowering younger officers, the government has given independent departmental charge to several IAS officers for the first time, including:

  • Shobhit Jain

  • Swatantra Kumar

  • Ilaiyaraja

  • John Kingsley

  • Alok Singh

  • Shriman Shukla

This decision signals the Chief Minister’s confidence in emerging administrative talent.

Focus on Better Governance

Officials say the reshuffle is part of a broader strategy to improve governance efficiency, speed up decision-making, and ensure better implementation of development schemes.

With fresh postings and new responsibilities, the Madhya Pradesh government is looking to strengthen coordination between departments and deliver more effective public services.

The transfer of 26 IAS officers marks one of the most significant bureaucratic changes in the state in recent years, reflecting the administration’s focus on performance-oriented governance and administrative reform.
