The Ministry of Electronics and Information Technology (MeitY) opened the Semicon 2.0 portal for applications on 6 November 2026. Union Minister Ashwini Vaishnaw launched the web application portal and announced 12 more approvals under the Electronics Components Manufacturing Scheme (ECMS), with a projected investment of ₹7,503 crore across seven states.

The Semicon 2.0 portal is the online entry point for the second phase of the Semicon India Programme, which the Union Cabinet has approved with an outlay of ₹1,27,500 crore under the India Semiconductor Mission (ISM). It builds on the first phase, which drew India’s first wave of commercial semiconductor plants.
What the Semicon 2.0 portal opens for applicants
Semicon 2.0 is built on six pillars: chip design, machines and materials, more fabrication units, ATMP/OSAT (assembly, testing, marking and packaging), research and development, and talent. The portal now accepts applications for three of them:

- Pillar 2: machines and materials, including equipment, chemicals and gases
- Pillar 3: setting up more semiconductor fabs
- Pillar 4: further strengthening the ATMP/OSAT industry
According to MeitY, the first phase (Semicon 1.0) approved 12 projects across six states with cumulative investment of over ₹1.64 lakh crore, and five of them had started commercial production by October 2026. The ministry also said 105 startups have received access to electronic design automation (EDA) tools, and about 70,000 students have been trained through 332 institutions under the Chips to Startup (C2S) programme.

Vaishnaw said the next phase will focus on equipment, materials, chemicals and gases, with a target of bringing at least three major equipment makers and five chemicals and gases companies to India. That goal follows earlier tie-ups such as the Tata Electronics and ASML agreement on chipmaking equipment.
Which ECMS projects were approved
The 12 new ECMS approvals add to 106 applications worth ₹69,548 crore cleared earlier under the scheme, which followed the Cabinet approval of the electronics component manufacturing scheme in March 2025. The latest batch is expected to deliver production worth ₹39,045 crore and 7,127 direct jobs in Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Tamil Nadu and Uttar Pradesh.

- Components: multi-layer PCBs (NeST ICELR), relays (TDConnex Chennai), heat sinks (Modern Automotives) and specialty ceramics (Voltix Semicon)
- Supply chain products: copper foil (Indo Asia Copper), anode material (TACC), cathode active material (Vidyuta Materials), capacitor-grade polypropylene film (Enerfolie) and camera rims (Surface Modification Technologies)
- Capital goods: precision moulds and tooling (TDConnex Chennai), power and control systems (Rockwell Automation India) and factory automation equipment (Wipro Pari Robotics)
Copper foil, cathode active material and specialty ceramics are being approved under ECMS for the first time. Vaishnaw noted that nearly half of the units approved under the scheme are MSMEs.
Why the Semicon 2.0 portal matters for states
With this round, ECMS approvals total 118 applications covering 34 products in 16 states, with expected investment of ₹77,051 crore, projected production of ₹5,73,146 crore and direct employment for 81,755 people, the MeitY release on PIB said. A single online window for fabs, OSAT and materials puts pressure on states to have land, power, water and incentives ready. Odisha, for example, has announced 25% additional support for ISM projects. The state already hosts the country’s first 3D semiconductor packaging unit. Programme details are on the India Semiconductor Mission website.
