In one of the largest bureaucratic reshuffles in recent years, the Gujarat government on Tuesday transferred 72 IAS officers across key administrative departments, district administrations, municipal corporations and urban development bodies.
The large-scale reshuffle, issued by the General Administration Department, brings major changes in important districts including Ahmedabad, Surat, Bharuch, Navsari, Morbi, Dahod, Junagadh and Kutch. The exercise is being seen as a major administrative reset aimed at improving governance, accelerating development projects and strengthening district-level administration across the state.
Among the top-level appointments, D N Modi has been appointed as Development Commissioner, Gandhinagar, one of the most influential positions in the Gujarat administration.
Anand Babulal Patel has been posted as Commissioner of Schools and has also been given additional charge as Commissioner of PM-POSHAN Yojana and Director of GCERT.
Sujeet Kumar, who was serving as Ahmedabad Collector, has now been appointed as Special Commissioner of State Tax, Ahmedabad.
Other important departmental appointments include:
- Ajay Prakash appointed Managing Director of Gujarat Energy Transmission Corporation Ltd. (GETCO)
- Dr Sourabh Zamsingh Pardhi posted as Director of Civil Supplies and Ex-officio Additional Secretary
- Kshipra Suryakantarao Agre appointed Commissioner of MSME, Gandhinagar, with additional charge as Commissioner of Services
The reshuffle has also brought major changes in district administrations, with several new collectors appointed across Gujarat.
New district collectors include:
- Bhavya Verma – Collector, Ahmedabad
- Tejas Dilipbhai Parmar – Collector, Surat
- Navnath Kondiba Gavhane – Collector, Bharuch
- Manish Gurwani – Collector, Navsari
- Swapnil Khare – Collector, Morbi
- Surabhi Gautam – Collector, Dahod
- Yogesh Choudhary – Collector, Junagadh
- Anilkumar Ramjibhai Ranavasiya – Collector, Kutch-Bhuj
- Ganga Singh – Collector, Narmada-Rajpipla
- Dr Prashant Jilova – Collector, Patan
- Milind Bapna – Collector, Arvalli-Modasa
- H M Vora – Collector, Botad
- N D Parmar – Collector, Dangs-Ahwa
- Mayur K Mehta – Collector, Vav-Tharad
- N V Upadhyay – Collector, Kheda-Nadiad
Several important municipal corporations have also received new commissioners.

- Prabhav Joshi – Municipal Commissioner, Junagadh Municipal Corporation
- Shalini Duhan – Municipal Commissioner, Mehsana Municipal Corporation
- Deepesh Kedia – Municipal Commissioner, Jamnagar Municipal Corporation
- Sangeeta Raiyani – Municipal Commissioner, Morbi Municipal Corporation
- R N Dodiya – Municipal Commissioner, Anand Municipal Corporation
- J S Prajapati – Municipal Commissioner, Gandhinagar Municipal Corporation
- N F Chaudhari – Municipal Commissioner, Vapi Municipal Corporation
- J K Jadav – Municipal Commissioner, Surendranagar Municipal Corporation
- B D Davera – Municipal Commissioner, Gandhidham Municipal Corporation
- Jayeshkumar B Upadhyay – Municipal Commissioner, Navsari Municipal Corporation
The reshuffle also includes strategic appointments in energy, tourism and technology-related sectors.
- Gaurangbhai H Makwana appointed Director, Gujarat Energy Development Agency (GEDA)
- Vipin Garg posted as Managing Director, Tourism Corporation of Gujarat Ltd.
- Jincy Roy appointed Managing Director, Gujarat Informatics Ltd.
- Shivani Goyal posted as Managing Director, Madhya Gujarat Vij Company Ltd. (MGVCL)
Several young IAS officers from the 2021 and 2022 batches have also been given important field assignments.
These include:
- Mehak Jain – District Development Officer, Arvalli-Modasa
- Vidyasagar – District Development Officer, Morbi
- Anchu Wilson – District Development Officer, Mehsana
- Nisha – District Development Officer, Jamnagar
- Devendra Prakash Meena – District Development Officer, Surat
- Prateek Jain – Project Administrator, Tribal Area Sub Plan, Dahod
- Lt Col Awate Amol Shantaram – Project Administrator, TASP, Rajpipla
Officials said the large-scale reshuffle reflects the Gujarat government’s focus on strengthening governance, improving urban administration, accelerating infrastructure and development works, and bringing fresh leadership to district administrations and critical departments across the state.
