The National e-Governance Division (NeGD) felicitated five states — Gujarat, Karnataka, Keralam, Nagaland and Rajasthan — for their exceptional work in integrating DigiLocker with citizen services and strengthening digital governance frameworks across their respective states.
The recognition was announced during the National Consultative Workshop on Strengthening Cybersecurity Frameworks for State Data held on May 11, 2026.
The initiative is part of the Government of India’s broader push to expand secure, citizen-centric digital public infrastructure and improve access to government services through technology-driven platforms like DigiLocker.
States Recognised for Large-Scale Digital Adoption
Officials and State e-Mission Teams (SeMTs) from the five states were honoured for successfully integrating DigiLocker across multiple government departments and public services.
The felicitation was conferred by Nand Kumarum, Joint Secretary, Digital Governance Division, Ministry of Electronics and Information Technology (MeitY), and President & CEO of NeGD, in the presence of senior officials, including K K Singh, Joint Secretary, MeitY, Dr Sanjay Bahl, Director General of CERT-In, VTV Ramana from NIC, and Savita Utreja from the Cyber Security Division of MeitY.
The recognised states were acknowledged for simplifying document access, reducing physical verification processes, and improving ease of living for citizens through digital governance initiatives.
Gujarat Recognised for Innovation in Public Services
Gujarat was recognised for onboarding 65% of its government services onto DigiLocker and expanding digital access to over 1.92 crore citizens.
The state was also appreciated for introducing Digital Disability Certificates linked with public bus transport services, allowing eligible citizens to avail free transport through digital verification.
Karnataka Leads in DigiLocker User Adoption
Karnataka emerged as one of the strongest performers with over 2.7 crore registered DigiLocker users — the highest among states.
The state has integrated nearly 73% of its government e-services with DigiLocker and successfully onboarded all five electricity distribution companies (Discoms), digitising nearly 3 crore electricity bill records.
Keralam Achieves Rapid Service Integration
Keralam was recognised for its fast-paced integration drive, successfully onboarding more than 117 services within seven days in coordination with multiple departments.
The state currently caters to more than 1.15 crore registered DigiLocker users.
Nagaland Emerges as ‘Digital Rising State’
Nagaland received special recognition as a “Digital Rising State” after integrating more than 32 services within just one month.
The state implemented both issuer and requestor models of DigiLocker integration, showcasing rapid progress in digital transformation and governance innovation.
Rajasthan Expands Citizen-Centric Digital Services
Rajasthan was felicitated for integrating its Jan Aadhaar Family Register with DigiLocker, benefiting over 7.5 crore citizens.
The state has also rapidly integrated services such as electricity bill access and other public utility services into the digital ecosystem.

Focus on Citizen-Centric Digital Governance
Speaking at the event, Nand Kumarum highlighted the importance of collaborative digital governance and said platforms like DigiLocker are central to India’s vision of secure, interoperable and trusted digital public infrastructure.
The recognition of these states reflects the Centre’s continued focus on encouraging scalable and citizen-friendly digital governance systems across India.
Officials noted that such initiatives are helping create faster, paperless and more transparent public service delivery systems while strengthening cybersecurity and digital trust nationwide.
