In a remarkable phase for Rajasthan’s power sector, senior IAS officer Arti Dogra has emerged as a driving force behind a historic transformation in energy governance and performance. Holding multiple key positions simultaneously, she is playing a pivotal role in steering the state toward energy efficiency, financial sustainability, and long-term self-reliance.
Currently serving as Energy Secretary to the Government of Rajasthan, Dogra is also the Chairperson of the state’s discoms, Managing Director of Jaipur Vidyut Vitran Nigam Limited, and Chairperson of Rajasthan Vidyut Prasaran Nigam Limited. In addition, she holds the charge of Chairperson of Rajasthan Urja Vikas and IT Services Limited (RUVITSL). With leadership across five critical institutions, she effectively commands both the operational and strategic direction of Rajasthan’s energy sector.
This consolidated leadership has translated into tangible results. Under her stewardship, Jaipur Discom has achieved a record-breaking 102% revenue collection in FY 2025–26, the highest in its 26-year history. The utility collected over ₹29,462 crore against a billed amount of ₹28,863 crore, not only recovering current dues but also clearing ₹599 crore in pending arrears.
The achievement reflects strong administrative oversight combined with systemic reforms. Dogra ensured strict monitoring of billing and recovery mechanisms, with a special focus on high-loss and underperforming regions. Targeted action against electricity theft, effective recovery from defaulting consumers, and the resolution of long-pending disputes through Lok Adalats significantly boosted collection efficiency.
One of the key reforms under her leadership has been the push for 100% billing accuracy. For the first time, all circles under Jaipur Discom have become free of defective meters, eliminating the practice of average billing and ensuring precise, consumption-based charges. This move has enhanced transparency while strengthening consumer accountability.
Simultaneously, Dogra has emphasised infrastructure strengthening and loss reduction. Through the accelerated implementation of central schemes and solar initiatives, Rajasthan’s distribution losses have been reduced to 11.02%, while AT&C losses have reached a historic low of 9.24%. The integration of renewable energy, particularly through rooftop solar and agricultural feeder solarisation, has further reinforced the state’s transition toward sustainable energy.
Her leadership has also earned national recognition. At EDICON 2026, organised by the All India Discoms Association (AIDA), Rajasthan’s discoms were awarded in the Gold category for Agricultural Feeder Solarisation. This recognition highlights large-scale efforts to solarise agricultural feeders, ensuring reliable daytime power supply to farmers while reducing subsidy burdens and carbon footprint.
This achievement, as acknowledged within the department, reflects the sustained and often unseen efforts of discom engineers, technical and field teams, project developers, and the farming community. Much of this work, carried out relentlessly on the ground, remains largely unseen but forms the backbone of Rajasthan’s energy transition.
Dogra’s contributions have also been recognised at the national level. She was recently honoured with the WISE सामर्थ्य पुरस्कार 2026 – Grassroots Champion (Government Leadership) at the 3rd National Women in Energy Summit, organised by the National Solar Energy Federation of India (NSEFI). The award acknowledges her impactful leadership in driving grassroots reforms and strengthening institutional efficiency.
Her ability to manage multiple high-stakes roles while delivering measurable outcomes has set a benchmark in governance. By aligning administrative efficiency with technological innovation and financial discipline, Dogra is not only transforming Rajasthan’s energy sector but also creating a model for other states to emulate.
