UP Approves AI Mission to Train 5 Lakh Youth and Support Startups

The Uttar Pradesh Cabinet has approved the Uttar Pradesh Artificial Intelligence Mission (UP-AIM) to promote AI-driven innovation, strengthen digital infrastructure and expand the use of artificial intelligence across government departments and key sectors.


The mission aims to support at least 100 AI startups, provide AI-related training to five lakh youth, and build an integrated ecosystem for research, entrepreneurship and skill development across the state.

AI to Improve Governance and Public Services

Under UP-AIM, the state plans to identify more than 100 AI use cases across sectors such as agriculture, healthcare, education, urban development, policing and energy.


Of these, around 25–30 use cases will be prioritised for wider implementation across government departments. The objective is to use AI-based solutions to improve public service delivery, streamline administrative processes and make governance more efficient.

To help departments move from planning to implementation, the mission includes a Quick-Start Fund of up to ₹25 crore. The fund will support high-impact projects that are ready for pilot implementation.


UP AI Stack to Build Shared Digital Infrastructure

A key component of the mission is the proposed UP AI Stack, a shared technology framework intended to make it easier for government departments to exchange data securely, reuse AI services and access computing resources.

The framework is expected to support the development and deployment of AI applications across departments without requiring each organisation to build every component independently.

The mission also emphasises responsible AI adoption, with provisions for privacy protection, cybersecurity, human oversight and other safeguards to promote secure and accountable use of the technology.

Five Lakh Youth to Receive AI Training

Skill development is a major focus of UP-AIM. The state aims to train at least five lakh young people in AI-related skills and enable 50,000 professionals to apply AI in practical work settings.

The mission also proposes setting up District AI Kendras across all 75 districts. These centres are intended to connect local needs with technology, skilled professionals and innovation opportunities.

In addition, the government plans to deploy Chief Minister’s AI Fellows to help identify local challenges and explore technology-based solutions.

Support for AI Startups and MSMEs

UP-AIM will encourage applied research and entrepreneurship by supporting AI startups through mentorship, funding opportunities, pilot projects and access to markets.

The mission also aims to promote AI adoption among micro, small and medium enterprises (MSMEs) and businesses associated with the One District One Product (ODOP) initiative.

By helping businesses explore AI-based tools and applications, the state intends to strengthen their innovation capabilities and create opportunities for technology-led growth.

Focus on Inclusive AI-Led Development

Commenting on the initiative in a LinkedIn post, Alok Kumar, Principal Secretary, IT & Electronics, Government of Uttar Pradesh, said the mission seeks to build a state where AI strengthens public institutions, empowers citizens, supports entrepreneurs and broadens access to opportunities.

With its focus on governance, workforce training, startup development and shared digital infrastructure, UP-AIM is designed to expand AI adoption beyond major technology centres and encourage innovation across Uttar Pradesh.
