Improving citizen services through digital transformation

The Lucknow Development Authority (LDA) has been working steadily towards increasing the use of digital technology for better citizen services. Through its portal, LDA has been working to ensure that the consumers and the citizens find it easy to not just purchase property, but also maintain their own records and payment details in a timely manner. Dr. Indramani Tripathi, IAS, Vice Chairman, Lucknow Development Authority, interacts with Tarannum Manjul of Elets News Network (ENN).

Q. How has the Lucknow Development Authority adopted digital technology for better management of services?

Ans: We have adopted digital technology for not just better functioning, but also better citizen related services. Some areas where we are using digital technology and have our IT initiatives include finance and budget, engineering payments (EMB and e-bill), establishment, payroll, property (PMS) including costing calculations, e-auction of commercial properties, e-Challan, and legal.

Q. What are the salient features of the current portal of Lucknow Development Authority?

Ans: We have a very descriptive but easy to understand portal. It is a fully secured website (through SSL certification). Our portal is a web-based application accessible over Internet and Intranet (24*7) with TCP/IP protocol. It has facilities like online registration and e–Challan for easy installment payment by the consumers. The portal also has facilities for Live Lottery Transmission, that can be viewed over YouTube. OTP and captcha verification feature is also there for employee login. For more security, we have double OTP verification for the Property Module. We also have the facility of Automated SMS to the public for dues reminder and deposit confirmation. We have enabled Tracking of user IP and MAC Address. The Security Audit of the portal has also been executed.

Q. What are the current projects under implementation?

Ans: Currently, the projects that are under implementation include e-Office, implementation with NIC, UPLC, PGCIL, ERP upgradation to new technology and latest security features, induction of maker/checker and verifier concept by IIT Kanpur and also, Drishti application, for the monitoring of sealed buildings by UPLC.

Q. What are the major projects in the pipeline?

Ans: We have a lot in waiting as we are trying our best to make every process smooth, error free and without much human intervention. With a vision to get the live status of engineering work and projects at large, we are designing a software along with UPLC (UP Electronics Corporation) to monitor the physical progress of the project issued along with the financial progress with a pre- allocated timeline.

Another major project in the pipeline is the Online First Come First Serve Allotment. With a vision to make allotment of unsold residential properties of LDA online as well as to keep this process transparent, we are coming up with a new module in our portal that will block the property of public person’s choice and he/she can choose the unsold property of LDA as per his/her liking.
