In 2002, Afghanistan had a barely functioning communications network. Eight out of 100 Afghans now have access to a telephone, compared to less than one out of 100 in 2002. Services are also more affordable now. The number of telephones in Afghanistan has increased from 57,000 in 2002 to 2.16 million in 2006. World Bank (International Development Agency (IDA) Telecommunications Project) and the Afghanistan Rehabilitation Trust Fund (ARTF) financed the digital transmission network.
