Bihar is preparing to move its Cabinet from paper files to a fully digital workflow. Chief Minister Samrat Choudhary on 4 November 2026 directed officials to roll out the state’s e-Cabinet system soon, so that every Cabinet-related file and decision is handled on a digital platform, The Times of India reported.

The review was held at the Sankalp Sabhagar in Lok Sevak Awas, Patna. It follows other recent digital steps in the state, including the UPYOG portal linking all 264 urban local bodies.
What the Bihar e-Cabinet system will change
Under the plan, the movement and processing of Cabinet files will be 100 per cent digital. According to the state’s release, carried by UNI and ANI, the system is meant to:

- Make Cabinet decision-making faster, simpler and more transparent
- Cut the time taken to process and move files between departments
- Improve coordination among departments and speed up execution of decisions
- Fix administrative accountability at each stage of a file
- Reduce the use of paper, saving time, money and resources
AI to simplify administrative processes
The Chief Minister asked officials to make full use of emerging technologies, including artificial intelligence, within the e-Cabinet system so that complex administrative procedures become simpler. He called the system a milestone for good governance and digital administration in Bihar, and said the government was committed to a more efficient, transparent and people-centric administration.

Choudhary, who was sworn in as Bihar Chief Minister in April 2026, chaired the review himself, a sign that the rollout is being treated as a near-term deliverable.
Who presented the roadmap
Arvind Kumar Choudhary, Additional Chief Secretary of the Cabinet Secretariat Department, gave a presentation on the digital model, operating framework, technical aspects and implementation roadmap of the e-Cabinet. Secretaries to the Chief Minister Lokesh Kumar Singh and Sanjay Kumar Singh, and Special Secretary of the Cabinet Secretariat Department Arvind Kumar Verma, also attended. The department’s leadership was part of a recent reshuffle of senior IAS officers in Bihar.

No launch date has been announced yet. The meeting was a preparedness review, and the government has not said whether the system will start with a pilot or a full rollout.
Why it matters
Paperless Cabinet working extends the e-Office approach that many governments have adopted, such as Maharashtra’s e-Office journey, to the highest level of state decision-making. For a state of Bihar’s size, faster file movement at Cabinet level could shorten the time between a decision and its delivery to citizens.
