In an important administrative development, senior IAS officer Dr A Kowsigan has been appointed as the new Chief Electoral Officer (CEO) of Keralam. He succeeds Dr Rathan U Kelkar, who has recently been appointed Secretary to Chief Minister V D Satheesan.

The appointment marks a key transition in the state’s election administration as preparations continue for upcoming electoral and governance-related responsibilities.

A Kowsigan Takes Charge as CEO

Dr A Kowsigan, a 2009-batch IAS officer of the Keralam cadre, will now head the office of the Chief Electoral Officer and oversee election-related administration in the state.

As per the appointment order, Kowsigan will relinquish all responsibilities and assignments currently held under the Keralam government before assuming his new role. He will function exclusively as the Chief Electoral Officer and will not hold any additional charge under the state government.

Officials said the arrangement is intended to ensure complete independence and dedicated focus on electoral administration.

Rathan U Kelkar Moves to Chief Minister’s Office

Dr Rathan U Kelkar, a 2003-batch IAS officer, has been relieved from the position of Chief Electoral Officer following his appointment as Secretary to Chief Minister V D Satheesan.

Kelkar served as CEO during a crucial period for the state’s electoral management and administrative coordination. His move to the Chief Minister’s Office is being viewed as a significant assignment within the newly formed government.

Key Role in Electoral Administration

As Chief Electoral Officer, Dr A Kowsigan will be responsible for coordinating with the Election Commission of India and ensuring the smooth conduct of elections across Keralam.

The office oversees a wide range of responsibilities, including:

  • Electoral roll management
  • Voter awareness programmes
  • Election planning and logistics
  • Polling personnel management
  • Implementation of Election Commission directives

Administrative Continuity in Keralam

The appointment is expected to ensure continuity in the functioning of the state’s electoral machinery while strengthening coordination between election authorities and district administrations.

With extensive administrative experience, Dr A Kowsigan is expected to play a key role in maintaining transparent, efficient and effective electoral processes in Keralam, while Dr Rathan U Kelkar takes on his new responsibilities in the Chief Minister’s Office.
