In a major police reshuffle, the Haryana government late Sunday night transferred 17 IPS officers and three HPS officers, bringing changes across several important policing units and administrative positions. The large-scale reshuffle impacts Gurugram, Panchkula, Karnal, Hisar, Rewari and several specialized wings of the state police.
One of the most significant appointments in the exercise is the posting of senior IPS officer Sibash Kabiraj as the new Commissioner of Police, Gurugram. The move comes as the city faces increasing challenges related to cybercrime, traffic congestion and rapid urban expansion.
Sibash Kabiraj Takes Charge in Gurugram
Sibash Kabiraj (1999 batch), who was serving as Commissioner of Police, Panchkula and additionally handling Cyber and State Crime Records Bureau responsibilities, has now been appointed Commissioner of Police, Gurugram.
He replaces Vikas Kumar Arora (1998 batch), who has been transferred as Additional Director General of Police (Administration) at Police Headquarters, Panchkula.
Kabiraj is considered an experienced officer with a strong background in field policing, intelligence and specialized law-and-order management.
Major Changes Across Ranges and Police Units
The reshuffle includes several key appointments at the range and senior command levels:
- Ashok Kumar appointed IG, Karnal Range
- Dr. Matta Ravi Kiran shifted to Vigilance and Anti-Corruption Bureau (SV & ACB)
- Kuldeep Singh appointed IG, Hisar Range
- K.K. Rao transferred as ADGP, RTC Bhondsi
- Omprakash given charge of South Range, Rewari
- Nazneen Bhasin assigned additional charge at RTC Bhondsi
Senior IPS officer K.K. Rao, known for his earlier tenure as Gurugram Police Commissioner and extensive policing experience, has been reassigned after serving as ADGP, Hisar Range.
Crime Branch, CID and Special Units Reorganized
Several specialized investigative and intelligence wings also witnessed leadership changes:
- Rakesh Kumar Arya appointed IG, Crime Branch
- Hamid Akhtar posted as DIG, HAP Madhuban
- Surinder Pal Singh appointed DIG, CID Haryana
- Manbir Singh given additional DIG responsibility in HSNCB Rohtak
- Rajendra Kumar Meena assigned additional DIG charge in HSNCB Sonipat
- Sunil Kumar posted with additional DIG responsibility in HSNCB Panchkula
The restructuring is aimed at strengthening intelligence gathering, narcotics control and crime investigation mechanisms.
SP-Level Appointments Announced
Several officers at the Superintendent of Police level have also been given key operational responsibilities:
- Surinder Singh Bhoria appointed SP, STF Panchkula and additional SP Commando Karnal
- Aditi Singh (IPS 2021) posted as SP, SV & ACB Gurugram
- Siddharth Dhanda (HPS) appointed SP, State Crime Branch Haryana
- Pooja Dabla (HPS) posted as SP, ERSS Panchkula
Focus on Strengthening Urban Policing
Officials believe the reshuffle reflects the government’s effort to strengthen policing and administrative efficiency, particularly in rapidly growing urban centres like Gurugram.
With experienced officers being assigned to strategic positions, the changes are expected to improve coordination across law enforcement units and enhance the state’s response to emerging policing challenges.
