The Haryana government on Tuesday carried out an administrative reshuffle involving six senior officers, including five from the Indian Administrative Service (IAS) and one from the Indian Railway Personnel Service (IRPS). The changes, issued by Chief Secretary Anurag Rastogi, aim to streamline governance and strengthen key departments across the state.
Among the most significant appointments, IAS officer Sumita Misra has been entrusted with major responsibilities in the Revenue and Disaster Management Department. She has been appointed Additional Chief Secretary and Financial Commissioner (Revenue and Disaster Management). In addition, she will hold the charge of Additional Chief Secretary for Health and Family Welfare, Medical Education and Research, and AYUSH, filling a post that was earlier vacant. She takes over these portfolios after IAS Sudhir Rajpal was relieved of the responsibilities.
Sudhir Rajpal Gets Key Home and Environment Portfolios
IAS officer Sudhir Rajpal has been posted as Additional Chief Secretary for the departments of Home, Jails, Criminal Investigation and Administration of Justice. Along with these responsibilities, he has also been given the additional charge of Environment, Forests and Wildlife, placing him at the helm of two crucial governance areas—internal security and environmental protection.
Arun Kumar Gupta Named Principal Secretary to CM
IAS officer Arun Kumar Gupta has been appointed Principal Secretary to the Chief Minister, a role that places him at the centre of policy coordination and administrative decision-making. He will also hold the additional charge of Additional Chief Secretary for Finance and Planning, strengthening oversight of the state’s fiscal and development agenda.
Urban Development and Local Bodies See New Postings
IAS officer Saket Kumar has been posted as Commissioner and Secretary, Urban Local Bodies Department. He will continue to serve as Member Secretary of the Kurukshetra Development Board, along with his existing duties, ensuring continuity in urban governance and heritage development initiatives.
In another important move, IAS officer Ram Kumar Singh has been appointed Special Secretary in the Revenue and Disaster Management Department. He has also been named Managing Director and Chief Executive Officer of the Panchkula Metropolitan Development Authority (PMDA), a role critical to the planned development of the fast-growing Panchkula region.

IRPS Officer Vinay Kumar Posted in Panchkula
IRPS officer Vinay Kumar has been appointed Commissioner of the Panchkula Municipal Corporation. In addition, he will hold the additional charge of District Municipal Commissioner, Panchkula, and will serve as Officer on Special Duty in the Haryana Staff Selection Commission, expanding his administrative responsibilities across urban governance and recruitment processes.

The reshuffle reflects the Haryana government’s effort to realign senior leadership across key sectors such as home affairs, revenue, disaster management, health, urban development and municipal administration. By assigning experienced officers to critical portfolios, the state aims to ensure better coordination, faster decision-making and more effective delivery of public services.
