At its Annual Breakfast Meet 2025, the Government of Karnataka launched KATALYST, a dedicated Ease of Doing Business (EoDB) cell designed to accelerate the set-up and growth of Global Capability Centres (GCCs) in the state. The initiative arrives amid Karnataka’s ambitious plan to double its GCC count and bolster its global competitiveness.
KATALYST aims to:
- Streamline investment approvals and regulatory processes
- Fast-track GCC establishment and operations
- Deepen collaboration with the state’s thriving innovation ecosystem
This strategic push supports Karnataka’s broader GCC Policy (2024–29), under which the state aspires to add 500 new GCCs by 2029, creating approx. 350,000 new jobs and generating US $50 billion in economic output.
Karnataka already hosts over 500 GCCs, accounting for more than 35% of India’s GCC workforce, and remains one of the nation’s largest GCC hubs.
The ‘Beyond Bengaluru’ strategy is a key pillar of the policy—offering GCC incentives in regions like Mysuru, Mangaluru, Tumakuru, Hubballi-Dharwad–Belagavi, and Kalaburagi to promote decentralized innovation and balanced growth.

In addition, the government is establishing three Global Innovation Districts—including one in Bengaluru and two in regions outside the capital—to provide world-class infrastructure and foster collaboration among academia, startups, and industry.
KATALYST will reinforce Karnataka’s leadership in GCC excellence by offering a unified approach to policy assistance, investor facilitation, and ecosystem collaboration. The launch also serves as a curtain-raiser for the upcoming Bengaluru Tech Summit 2025, signaling Karnataka’s resolve to deliver a business environment that is efficient, regionally inclusive, and globally competitive.
