In a renewed push for transparent and citizen-centric administration, Bihar Chief Secretary Amrit Lal Meena unveiled a suite of e-governance and welfare initiatives under the Bihar Prashasnik Sudhar Mission Society (BPSMS) at the Secretariat Meeting Hall. The event was attended by senior officials including the Development Commissioner, Additional Chief Secretary-cum-Mission Director of BPSMS, departmental secretaries, and key representatives from NIC, SBI, and KPMG.
RTPS Online Appeal & Review Portal
The RTPS Online Appeal & Review Portal (https://rtpsappeal.bihar.gov.in) was launched to enhance the effectiveness of the Bihar Right to Public Services Act, 2011. Equipped with paperless workflows, digital signatures, real-time dashboards, and tracking mechanisms, the portal empowers citizens to appeal or review delayed or denied services. Chief Secretary Meena emphasized, “Technology must serve the people—this portal turns the promise of timely service into a lived reality.”
HRMS Bihar App
The HRMS Bihar App was also introduced, now available on the Google Play Store. It allows government employees to access and manage service records, leave applications, and correction submissions. The upcoming iOS version and Phase II will include modules for disciplinary action, pension, training, and more. Comprehensive handbooks for e-service books and employee self-service were also launched.
Group Health Insurance for Contractual Staff
In a significant welfare move, an MoU between BPSMS and SBI General Insurance was signed to provide Group Health Insurance (GHI) to 3,560 contractual employees—including Executive Assistants, IT Assistants, and IT Managers—across various administrative levels. The scheme covers ₹5 lakh cashless treatment annually, including pre-existing conditions, maternity, ICU, AYUSH, and hospitalization benefits. A dedicated 24×7 claims team and expedited processing windows ensure timely service. The ₹1.42 crore (plus GST) annual premium will be fully borne by BPSMS.
The Development Commissioner lauded the initiatives, calling them a step toward inclusive and compassionate governance. These reforms mark Bihar’s sustained commitment to leveraging technology for good governance, citizen empowerment, and social security.
