The Delhi Government on Thursday announced the transfer and posting of seven Indian Administrative Service (IAS) officers, including two at the Additional Chief Secretary (ACS) level. This strategic move aims to enhance governance across critical sectors such as finance, urban development, vigilance, environment, trade, and planning.

Bipul Pathak Entrusted with Expanded Responsibilities
Among the most notable changes is the appointment of Bipul Pathak (IAS:1992:AGMUT) as Additional Chief Secretary, Finance & Planning. A seasoned administrator known for his strategic insight, Pathak will also retain his existing portfolios as ACS, Industries, and Chairman, Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). His expanded role signals a strong focus on integrated economic planning.

Prashant Goyal to Assume Charge as Financial Commissioner

Prashant Goyal (IAS:1993:AGMUT), previously ACS, Urban Development, and Chairperson of SRDC, will serve as the Financial Commissioner from July 1, 2025, succeeding Chetan B Sanghi (IAS:1988:AGMUT) upon his superannuation. Goyal brings extensive experience in urban governance and infrastructure.
Strategic Roles for Officers Returning from UT Cadres

Sandeep Kumar (IAS:1997:AGMUT), returning from Lakshadweep, has been appointed Principal Secretary, Vigilance, with additional charges of Administrative Reforms and Environment & Forests. His appointment is expected to bolster transparency and sustainable governance.
Pandurang K Pole (IAS:2004:AGMUT), currently Secretary, Higher Education and TTE, will additionally serve as Secretary, Urban Development from July 1, 2025.
- Nedunchezhiyan (IAS:2012:AGMUT) has been posted as Principal Director, Delhi Fire Service after joining from Puducherry. Arun Kumar Mishra (IAS:2012:AGMUT) has been placed at the disposal of the Municipal Corporation of Delhi (MCD) upon return from Goa. Suneel Anchipaka (IAS:2014:AGMUT), also from Goa, has been appointed Special Commissioner, Trade & Taxes.

Ramesh Verma Takes Over DSSSB
Separately, on June 24, 2025, Ramesh Verma (IAS:2009:AGMUT) was appointed as Chairman, Delhi Subordinate Services Selection Board (DSSSB), with the additional charge of Director, Union Territory Civil Services (UTCS). Verma is expected to lead with a focus on transparency and innovation in recruitment processes and service reforms.
