Biranchi Das, Director (Human Resources) at South Eastern Coalfields Limited (SECL), has been entrusted with the additional charge of Director (Human Resources) at Mahanadi Coalfields Limited (MCL). The appointment has been made by the Ministry of Coal and will take effect from July 1, 2026.

Das will hold the additional responsibility for six months, or until a regular Director (HR) is appointed at MCL, or until further orders, whichever is earlier. Both SECL and MCL are subsidiaries of Coal India Limited (CIL) under the Ministry of Coal.
Additional Responsibility to Ensure Leadership Continuity

The Ministry of Coal has assigned the additional charge to ensure continuity in the human resource leadership at MCL. While taking on his new responsibilities, Das will continue to serve as Director (Human Resources) at SECL.

The move comes as MCL awaits the appointment of a regular board-level executive for the HR portfolio.

Nearly Three Decades of HR Experience
Biranchi Das has been serving as Director (Human Resources) at SECL since March 20, 2024. He brings close to 30 years of experience in human resource management, industrial relations, employee welfare and organisational development.
He began his professional journey in 1994 as a Welfare Officer (Trainee) at Deulbera Colliery in MCL’s Talcher Area. He holds a postgraduate degree in Personnel Management and Industrial Relations from Utkal University, Odisha.
Focus on Employee Welfare and CSR
During his tenure at SECL, Das has overseen several employee welfare and corporate social responsibility initiatives.
One of the company’s flagship CSR programmes, “SECL Ki Dhadkan,” has supported over 300 congenital heart surgeries for underprivileged children. Another initiative, “SECL Ke Sushrut,” has completed two batches of medical coaching for students and became the first CSR programme of a coal PSU to be listed on the Government of India’s Direct Benefit Transfer (DBT) portal.

On the human resource front, SECL has provided employment to more than 1,623 landowners and 946 dependent family members since FY25, while introducing several employee-focused measures aimed at strengthening industrial relations and workplace welfare.
Strong Association with MCL
Das is no stranger to MCL, having served there earlier in his career. During his previous tenure, he played an important role in improving industrial relations and contributed to the formulation of key human resource policies, including the House Allotment and Administration Rules for non-executive employees.
His familiarity with the organisation is expected to support a smooth transition during the additional charge period.
Holds Directorships in Railway Joint Ventures
Apart from his responsibilities at SECL, Biranchi Das also serves as a director on the boards of Chhattisgarh East Railway Limited and Chhattisgarh East-West Railway Limited, contributing to infrastructure projects linked to the coal sector.
