The Central Government has announced a major financial and policy push for rural development, allocating more than ₹1.25 lakh crore to support employment generation, rural infrastructure and worker welfare across the country.

The announcement was made by Union Minister for Agriculture & Farmers Welfare and Rural Development Shivraj Singh Chouhan during a meeting with Rural Development Ministers from States and Union Territories. The meeting focused on preparations for the rollout of the new rural development framework under the ‘Viksit Bharat – Gramin Bharat’ vision, which is scheduled to come into effect from July 1, 2026.
Focus on Smooth Transition and Worker Welfare

Addressing the meeting through video conferencing, Chouhan emphasized that the upcoming transition must be implemented without any disruption to workers or rural development activities.

He stressed that employment opportunities, wage payments and workers’ rights should remain protected throughout the transition period. According to the minister, the objective is to ensure that rural workers continue to receive employment without interruption while development projects move forward seamlessly.
He described the initiative as a critical step that directly impacts the livelihoods of millions of rural households across the country.

Over ₹1.25 Lakh Crore Allocated
The minister informed states that the Centre has already earmarked ₹30,000 crore under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
In addition, an interim allocation of ₹95,692 crore has been released to States and Union Territories. Combined, the allocations take the total rural development support package beyond ₹1.25 lakh crore.
Officials said the funds will be distributed across nearly 2.80 lakh Gram Panchayats, enabling local bodies to undertake development works while generating employment opportunities in rural areas.
Strengthening Rural Assets and Employment
The government has urged states to utilize the funds for projects that create durable rural assets while simultaneously generating employment.
Chouhan highlighted that development works should be selected in accordance with the provisions of existing programmes so that both infrastructure creation and livelihood support can be achieved together.
He also directed states to approve an adequate number of projects in advance so that implementation can begin immediately once the new framework becomes operational in July.
Digital Readiness Gains Momentum
The minister noted that several states have made significant progress in strengthening digital systems that support rural development programmes.
Processes such as Direct Benefit Transfer (DBT), e-KYC, face authentication and SMS-based information systems have seen considerable advancement, helping improve transparency and efficiency in programme implementation.
According to officials, these digital measures are expected to play an important role in ensuring smooth delivery of benefits and timely payments to workers.
States Asked to Complete Preparations
Chouhan informed the meeting that most states have already made budgetary provisions aligned with the objectives of the new rural development framework.
He urged the remaining states to complete the process at the earliest and instructed state governments to issue necessary notifications to facilitate implementation. He also called for district- and block-level awareness campaigns and capacity-building programmes to ensure that local administrations are prepared for the transition.
In addition, states have been asked to complete e-KYC processes and identify agricultural peak seasons to improve programme planning and execution.
Gram Panchayats to Play Central Role
The minister reiterated that Gram Panchayats and Gram Sabhas will continue to play a central role in identifying and prioritising development works.
Projects proposed at the local level will form the basis for implementation, ensuring that rural development initiatives address the specific needs of communities while promoting participatory governance.
Boost for Rural Development Agenda
The new framework is expected to provide fresh momentum to rural employment, infrastructure creation and local development initiatives across the country.
With substantial financial support and a focus on worker welfare, digital governance and grassroots participation, the Centre aims to strengthen rural economies while ensuring that development benefits reach villages effectively.
Officials believe the initiative will help accelerate progress towards the broader vision of a developed and empowered rural India, while supporting livelihoods and improving the quality of life in villages nationwide.
