The Appointments Committee of the Cabinet (ACC) has assigned the additional charge of Secretary, Ministry of Development of North Eastern Region (DoNER) to senior IAS officer Nivedita Shukla Verma. A 1991-batch Indian Administrative Service (IAS) officer of the Uttar Pradesh cadre, Verma is currently serving as Secretary, Department of Administrative Reforms and Public Grievances (DARPG), and Department of Pension and Pensioners’ Welfare.

According to an order issued by the Department of Personnel and Training (DoPT), she will hold the additional charge following the relinquishment of the post by Sanjay Jaju, a 1992-batch IAS officer of the Telangana cadre. The arrangement will remain in effect until a regular appointment is made or until further orders.
Additional Responsibility in DoNER

With this assignment, Nivedita Shukla Verma will oversee the Ministry of Development of North Eastern Region, which plays a key role in planning, coordinating and monitoring development initiatives across the eight Northeastern states.

Her appointment is expected to ensure continuity in the ministry’s functioning while the government finalises a regular incumbent for the post.

Extensive Administrative Experience
Over a career spanning more than three decades, Verma has served in several important positions at both the state and central levels.
After joining the IAS in 1991, she began her administrative career in Uttar Pradesh and held various field assignments, including serving as District Magistrate of Rampur, where she supervised district administration, public service delivery and implementation of government programmes.
Her wide-ranging administrative experience across multiple sectors led to her empanelment for Secretary-level appointments in the Government of India in 2023.
Key Roles in the Central Government
Before taking charge as Secretary in DARPG and the Department of Pension and Pensioners’ Welfare, Verma served as Special Secretary in the Ministry of Defence, where she handled policy and administrative matters related to defence management.
She later served as Secretary, Department of Chemicals and Petrochemicals, overseeing policy formulation, industry coordination and administrative functions in the chemicals and petrochemicals sector.
Her current responsibilities in DARPG focus on governance reforms, citizen-centric administration and improving public service delivery, while the Department of Pension and Pensioners’ Welfare oversees policies related to retired central government employees.
Focus on the Development of the Northeast
The Ministry of Development of North Eastern Region is responsible for coordinating development programmes and infrastructure projects aimed at accelerating socio-economic growth in the Northeastern states.
With her additional charge, Verma will help oversee ongoing initiatives and ensure continuity in policy implementation until a full-time secretary is appointed.

Born on November 3, 1967, in Jabalpur, Nivedita Shukla Verma holds a Master’s degree in English Literature and a Post Graduate Diploma in Public Policy and Management. A 1991-batch IAS officer of the Uttar Pradesh cadre, she has served in several senior administrative roles at both the state and central government levels and currently heads the Department of Administrative Reforms and Public Grievances and the Department of Pension and Pensioners’ Welfare.
