The Odisha Government has carried out a significant reshuffle of senior Indian Administrative Service (IAS) officers, reassigning key portfolios and additional responsibilities across departments. The changes were notified by the General Administration & Public Grievance Department on Wednesday, reflecting an administrative realignment aimed at strengthening governance and coordination.
As per the notification, Deoranjan Kumar Singh, IAS (RR-1993), Development Commissioner-cum-Additional Chief Secretary and Secretary, Planning & Convergence Department, has been allowed to continue with the additional charge of Additional Chief Secretary (ACS), Steel & Mines Department.
Surendra Kumar, IAS (RR-1993), ACS, Steel & Mines Department, has been appointed ACS, General Administration & Public Grievance Department, while retaining the additional charge of Additional Chief Secretary, Parliamentary Affairs Department.
Bishnupada Sethi, IAS (RR-1995), Officer on Special Duty, General Administration & Public Grievance Department, has been appointed Chairman of Odisha Forest Development Corporation, while continuing as Chief Administrator, KBK.
Chithra Arumugam, IAS (RR-1995), ACS, Labour & ESI Department, has been allowed to continue with the additional charge of Director General, Training Coordination, Gopabandhu Academy of Administration, Bhubaneswar, in addition to her charge of ACS, Science & Technology Department.
Dr Arabinda Kumar Padhee, IAS (RR-1996) has been appointed ACS, Revenue & Disaster Management Department. He will continue to hold the additional charge of Chief Administrator, Shree Jagannath Temple Administration, Puri. Consequently, the additional charge of ACS, Revenue & Disaster Management Department held by Deoranjan Kumar Singh will stand terminated upon Dr Padhee assuming charge.
Usha Padhee, IAS (RR-1996), ACS, Housing & Urban Development Department, has been allowed to continue as Chairperson, Odisha Industrial Infrastructure Development Corporation (IDCO). The additional charge of IDCO Chairperson held by Sanjeeb Kumar Mishra will cease once she takes over.
Suresh Kumar Vashishth, IAS (RR-1997), Principal Secretary, Fisheries & Animal Resources Development Department, has been appointed Principal Secretary, Social Security & Empowerment of Persons with Disabilities Department, replacing R Santhanagopalan upon assumption of charge.
Shubha Sarma, IAS (RR-1999) has been appointed Principal Secretary, Water Resources Department, relinquishing her additional charge in the department.
NBS Rajput, IAS (RR-1999), Principal Secretary, Public Enterprises Department, has been appointed Principal Secretary, Commerce & Transport Department, while continuing as Chairman-cum-Managing Director, Odisha State Road Transport Corporation (OSRTC). The additional charge of ACS, Commerce & Transport Department held by Usha Padhee will stand terminated once he takes charge.
Girish S.N., IAS (RR-2002), Commissioner-cum-Secretary, Panchayati Raj & Drinking Water Department, has been allowed to continue with the additional charge of Chairman, Odisha Mining Corporation (OMC) Limited. The additional charge held by Surendra Kumar as OMC Chairman will be terminated accordingly.
Dr Mrinalini Darswal, IAS (RR-2002), Special Resident Commissioner, Government of Odisha, New Delhi, has been appointed Commissioner-cum-Secretary, Women & Child Development Department.
The additional charge of Special Secretary, Housing & Urban Development Department earlier assigned to Rajesh Prabhakar Patil, IAS (RR-2005) has been withdrawn. He will, however, continue to hold additional charges as Chairman, Odisha State Warehousing Corporation (OSWC), Special Relief Commissioner, Odisha, and Managing Director, Odisha State Disaster Management Authority (OSDMA).
Balwant Singh, IAS (RR-2007), Commissioner-cum-Secretary, Tourism Department, has been allowed to continue with the additional charge of Managing Director, Odisha State Highway Authority.
Sachin Ramchandra Jadhav, IAS (RR-2007) has been appointed Commissioner-cum-Secretary, Agriculture & Farmers’ Empowerment Department, while continuing as Commissioner-cum-Secretary, Sports & Youth Services Department.
Sudhansu Mohan Samal, IAS (RR-2010), Managing Director, OMC Limited, has been allowed to continue as Revenue Divisional Commissioner, Central Division, Cuttack, with the additional charge held by Guha Poonam Tapas Kumar standing terminated.
Rashmita Panda, IAS (RR-2010) has been appointed Vice-Chairperson, Bhubaneswar Development Authority (BDA). She will also continue to hold the additional charge as Managing Director, Bhubaneswar Smart City Limited and Special Secretary, Housing & Urban Development Department. The additional charge of VC, BDA and MD, BSCL held by Shri Chanchal Rana will stand terminated.
Md Sadique Alam, IAS (RR-2010) has been appointed Commissioner-cum-Secretary, Public Enterprises Department, while continuing as Managing Director, Capital Region Urban Transport (CRUT), Bhubaneswar. The additional charge held by Sanjay Kumar Biswal as MD, CRUT will cease accordingly.
Mansi Nimbhal, IAS (RR-2010) has been appointed Commissioner-cum-Secretary, Department of Mission Shakti, replacing Girish S.N. upon assumption of charge.

Prem Chandra Chaudhary, IAS (RR-2010), Director, Textiles & Handlooms, has been appointed Commissioner-cum-Secretary, Fisheries & Animal Resources Development Department.
Anupam Saha, IAS (RR-2012), Additional Secretary to the Chief Minister, has been allowed to continue with the additional charge of Managing Director, Odisha Bridge & Construction Corporation (OBCC) Limited.
Sangram Keshari Mohapatra, IAS (SCS-2012) has been allowed to continue with additional charges as Revenue Divisional Commissioner (in-charge), Southern Division, Berhampur, RDC (in-charge), Northern Division, Sambalpur, and Chairman (in-charge), Western Odisha Development Council (WODC). The additional charge of RDC, Northern Division held by Sachin Ramchandra Jadhav will stand terminated.
The reshuffle reflects the state government’s ongoing efforts to realign administrative responsibilities and ensure effective leadership across key departments and institutions.
