Bringing technology to government offices is very important while talking about IT and Electronics Development. How has Lalitpur incorporated digitisation into its governance?
Lalitpur has taken a pioneering step in governance by fully implementing the NIC E-Office Solution across its three key departments: Revenue, Development, and Police. This digital initiative, launched on occasion of Gandhi Jayanti 2023 at the District Magistrate’s Office, marks a significant milestone in the district’s transformation efforts. Initially eOffice was launched for all officers and staff in Collectorate Lalitpur with full technical upgradation of IT infrastructure and requisite extensive training on the e-file module, streamlining file management processes and ensuring efficient, paperless operations. As of October ‘24, over 30 state government departments/offices of district Lalitpur are actively using eOffice for electronic file movement with over 4 thousand files already in circulation at different levels of district administration Lalitpur. We have also ensured that eFiles and eReceipts with digital signing are now electronically moved between all state government departments in the district and state. eOffice has significantly improved timely file submission, eased process of file review and approval, increased transparency and accountability in administration.
The Navigation and Verification with Integrated GPS for Administration, Tracking & Evaluation (NAVIGATE) app developed by the Lalitpur district for election management has garnered a lot of attention. Could you tell us how the app helps to enhance the election process?
Navigation and Verification with Integrated GPS for Administration, Tracking & Evaluation (NAVIGATE) has been a game-changer for election management, especially in critical and remote areas. NAVIGATE App is composed of an Android APP and DEO Web Dashboard. The Sector magistrate App allows update of polling party movement to and from polling station. The app has module through which sector magistrate can directly call concerned booth level officer and has been built with GPSenabled real-time tracking of both field personnel and Electronic Voting Machines (EVMs). This feature ensures that there is complete transparency in the movement of EVMs and polling officers, minimising the risk of any discrepancies. The DEO Dashboard has a Google map based interactive panel that allows administration to track live movement of field officers. It also displays various SOS messages sent by field officers (Sector Magistrates) which are promptly resolved. The app has ensured compliance with ECI instructions for update of polling party movement and has facilitated centralised, easy to use panel for monitoring, giving us a comprehensive view of on-ground realities.
Voter engagement has always been a challenge in many districts. Lalitpur has set a new benchmark with 100 per cent voter turnout at several polling booths during the LokSabha elections in 2024. How did your team achieve this milestone?
It was truly a collaborative effort centered around a comprehensive voter engagement strategy that included all key stakeholders. The District Election Officer led a variety of voter outreach initiatives, which successfully motivated the electorate. Detailed mapping of polling stations across the district was conducted, and dedicated calling teams were established. Events were organized in 560 schools, and informational messages were sent to students’ homes. The District Administration also organized a photography competition on social media under the SVEEP program for voters in various categories, such as first-time voters and elderly voters. Additionally, seven major awareness rallies were held throughout the district. These efforts sparked a wave of enthusiasm for voting across Lalitpur district, resulting in 100 percent polling at two polling stations and more than 90 percent polling at five polling stations, despite a severe heatwave during the period.
The “FindMyBooth” appand website are key components of increasing voter accessibility. How do you see these tools improving voter experience and transparency?
The “FindMyBooth” app is designed specifically to help voters overcome the challenge of locating their polling booths, particularly in remote areas. The app helps voters to quickly and easily find their designated booth, BLO details, Google map directions to reach the booth and search voter card details. QR Codes were also used to provide Integrated Command and Control Room (ICCR) was a unique initiative which involved segregating various types of election day monitoring and management activities at one place. We had 20 telephone connections, 40 computers systems, 1 large LED screen, 25 LED TVs and over 100 officers and staff working entire day to monitor election activities such as updating hourly polling data on official ECI website, resolving issues at polling booths, coordinating with field officers (sector magistrates) to increase voter turnout and continuously tracking the movement of EVMs through our indigenous NAVIGATE App. “Officers Calling App” has also been created to streamline communication among government officers involved in elections. The app had complete contact number list of all senior officers, election nodal officers, returning officers, sub-divisional magistrates, sector magistrates, BLOs with booth-wise presiding officers details updated after completion of third randomization of polling personnel. The app ensured timely data update on all designated platforms of CEO office and ECI and helped in fast communication at all levels of administration to ensure peaceful and glitch free elections in the district.
Were there any challenges in conducting elections at booths located interior forest areas?
Yes. 12 booths in network shadow area were covered through installation of Signal Booster Devices. This enhanced signal strength at the both and allowed election personnel to seamlessly operate election apps, communicate with concerned sector magistrates and ensure smooth conduct of elections duties.

Looking ahead, what future applications or innovations do you envision for the future of Lalitpur and the Uttar Pradesh Government as a whole?
The future holds exciting possibilities, particularly with AI integration. We are exploring ways to use AI for smarter route planning during elections, which will help us allocate resources more efficiently. AI can also be employed to analyse historical data from previous elections, allowing us to predict and address issues in specific regions more proactively. Beyond elections, we’re looking to further digitise administrative processes, enabling more realtime decision-making and enhancing public service delivery. Our goal is to make governance not only more transparent but also highly responsive to the needs of our citizens.
