Atal Dulloo (IAS 1989-Batch) has been re-designated as Additional Chief Secretary, Health & Medical Education Department, Jammu & Kashmir. He is currently serving as Finance Commissioner, Health and Medical Education Department.
Dulloo has been lauded for the exemplary work of the Health & Education Department to combat the COVID-19 pandemic. The multi-sectoral initiatives from augmenting healthcare services, improving COVID infrastructure to implementing preventive measures.

With the post of Additional CS, Dulloo will be the senior-most IAS officer in Jammu and Kashmir after Chief Secretary Arun Kumar Mehta (IAS 1988-Batch).
