The Karnataka government on 6 November 2026 transferred four Indian Administrative Service officers, naming K. Lakshmipriya (IAS 2015) as Special Commissioner at the Greater Bengaluru Authority (GBA) for FECC, Elections, Disaster Management, Public Relations and Co-ordination against an existing vacancy, according to the state transfer notification reported the same day.

The order also moves Bhoyar Harshal Narayanrao to Uttara Kannada as Deputy Commissioner, posts Prabhuling Kavalikatti as Commissioner of the Department of School Education in Bengaluru, and appoints Prakash G.T. Nittali as Deputy Commissioner of Shivamogga. The round continues a pattern of periodic Karnataka IAS transfers that rotate district and Secretariat charges.
K. Lakshmipriya takes GBA Special Commissioner role
K. Lakshmipriya, a 2015-batch IAS officer, has been relieved as Deputy Commissioner of Uttara Kannada (Karwar) and appointed Special Commissioner at the Greater Bengaluru Authority. Her GBA portfolio covers FECC, Elections, Disaster Management, Public Relations and Co-ordination, and she has been posted against a vacancy.

The move places a full-time Special Commissioner on citizen-facing coordination briefs inside the Authority that steers Greater Bengaluru governance, alongside other city-level digital and planning work such as Bengaluru’s TDR digitisation for road widening.

Bhoyar Harshal Narayanrao named Uttara Kannada DC
Bhoyar Harshal Narayanrao (IAS 2016), who was serving as Director of Electronic Delivery of Citizen Services (EDCS) and the e-Governance Division under the Department of Personnel and Administrative Reforms (DPAR) in Bengaluru, has been appointed Deputy Commissioner of Uttara Kannada with immediate effect.
His shift from a statewide e-governance delivery role to a district collectorate continues the state’s practice of rotating officers between Secretariat e-governance units and field postings, a theme also seen in earlier 2026 rounds such as the July transfer of five Karnataka IAS officers.

School Education and Shivamogga charges realigned
Prabhuling Kavalikatti (IAS 2013), previously Deputy Commissioner of Shivamogga, has been appointed Commissioner of the Department of School Education in Bengaluru. Prakash G.T. Nittali (IAS 2018), who was Chairman of the Karnataka School Examination and Evaluation Board, has been appointed Deputy Commissioner of Shivamogga.
The paired move keeps School Education under a named Commissioner while filling the Shivamogga collectorate from the examination board, echoing earlier education-cadre realignments including the April 2025 posting of V. Rashmi Mahesh as Secretary, School Education and Literacy.
Why the Karnataka IAS order matters
GBA Special Commissioner, Uttara Kannada and Shivamogga collectorates, and the School Education Commissionerate are high-visibility citizen and coordination posts. Naming officers to vacant or vacated charges in one notification reduces interim gaps and links district administration with Bengaluru’s metropolitan authority and the state’s school education machinery.
The reshuffle also sits against Karnataka’s wider push to strengthen urban networks beyond the capital, discussed in coverage of building Karnataka’s next network of growth cities. Primary English reports of the 6 November order are available from Sahil Online and Vartha Bharati.
