The Uttarakhand government has carried out a major administrative reshuffle, transferring 19 IAS officers and 10 PCS officers across several key departments, including district administration, health, education, tourism, disaster management and urban governance.
The large-scale reshuffle is aimed at strengthening governance, improving departmental coordination and filling important administrative positions across the state.
Ashish Chauhan Appointed Dehradun District Magistrate
IAS officer Ashish Chauhan has been appointed as the new District Magistrate of Dehradun. He has also been given the additional charge of Chief Executive Officer of Smart City Dehradun.
The posting places Chauhan in charge of one of Uttarakhand’s most important administrative and urban governance assignments.
Anand Swaroop Named Garhwal Commissioner
Senior IAS officer Anand Swaroop has been appointed Commissioner of Garhwal Division, Pauri, replacing Vinay Shankar Pandey.
Meanwhile, Vinay Shankar Pandey has been transferred as Secretary, Medical Health and Medical Education Department. He will also hold additional responsibility for:
- UK Health System Development Project
- Civil Aviation Department
Changes in Higher Education and Excise Departments
According to the transfer order:
- P C Srivastava has been appointed Secretary, Higher Education Department
- Rajat Kumar Sinha has been relieved from the charge of the Higher Education Department
- Savin Bansal has been posted as Secretary, Excise Department after being relieved from the role of CEO, Dehradun Smart City
IAS officer Sonika has also been relieved from her additional responsibilities related to the Election Department and Kumbh Mela administration.
Major Administrative and Welfare Postings
Several officers have been assigned new responsibilities across welfare and administrative departments:
- Mayur Goyal has been relieved from Technical Education and Higher Education responsibilities
- Sanjay Kumar has been appointed Director, Social Welfare, Haldwani
- Abhishek Ruhela has been assigned as Chief Executive Officer, PMGSY
- Sachin Bist has also been appointed Director, Social Welfare, Haldwani
- Deepak Singh has been given responsibilities related to Backward Classes Welfare, Minority Welfare and Youth Welfare departments
Disaster Management and Urban Governance Reshuffle
IAS officer Saurabh Gaharwar has been appointed Additional Secretary, Disaster Management and Rehabilitation Department and will oversee the U-PREPARE project.
Other important changes include:
- Alok Kumar Pandey → Municipal Commissioner, Dehradun
- Namami Bansal → Additional Secretary, School Education Department
- Prateek Jain → Commissioner, Tax, with additional charge as Director General, Election
- Aparna Pandey → District Magistrate, Bageshwar
- Aakansha Konde → Director General, School Education and Director, Employees Insurance Scheme
- Pratyush Kumar → Additional Municipal Commissioner, Dehradun
PCS Officers Also Reshuffled
The Uttarakhand government has also transferred and reassigned duties of 10 PCS officers in the public interest.
According to the official order:
- Kishan Singh Rawat has been given additional administrative responsibilities
- Kavita Dhami has been relieved from RERA-related duties and assigned responsibilities in the Secretariat
- Bharat Lal, Saurabh Singh, Sunil Kumar, Vinod Kumar, Ajay Kumar, Anil Kumar, Manoj Kumar, and Pradeep Kumar have also been shifted to new district and departmental assignments involving revenue, supply and administrative work

Government Focused on Strengthening Administration
Officials said the reshuffle has been undertaken to improve governance efficiency and ensure better administrative coordination across departments and districts.
All concerned officers have been directed to immediately comply with the transfer orders and assume charge of their new postings after being relieved from their current responsibilities.
