In a strategic initiative aimed at boosting employment opportunities within the gig and platform economy, the Ministry of Labour & Employment has signed a Memorandum of Understanding (MoU) with Swiggy, one of India’s leading food delivery and quick-commerce platforms. The collaboration was formalised under the aegis of the Ministry’s National Career Service (NCS) portal during an event attended by Union Labour & Employment Minister Dr. Mansukh Mandaviya and Minister of State Ms. Shobha Karandlaje.

This MoU signifies a concerted effort by the government to bridge the employment gap and streamline access to job opportunities in urban and semi-urban areas, particularly in the rapidly expanding gig and logistics sectors. Through this partnership, Swiggy will integrate its delivery, logistics, and support job listings directly onto the NCS portal using real-time, API-based integration.

Highlighting the significance of the collaboration, Dr. Mandaviya described the NCS portal as a dynamic platform that connects job seekers with employers nationwide. As of January 31, 2025, the platform has registered over 1.25 crore active job seekers and 40 lakh employers. He emphasised that this new collaboration will unlock access to flexible and location-based job opportunities for India’s youth, thereby expanding the portal’s outreach within the platform-based employment landscape.

The Minister also lauded Swiggy’s commitment to creating over 12 lakh job opportunities over the next two to three years through the NCS ecosystem. “This partnership is a win-win model. While Swiggy benefits from a diverse, skilled, and job-ready workforce, lakhs of youth across the country will gain access to structured and verified employment,” he said.


Minister of State Ms. Karandlaje reinforced the government’s vision of transforming the NCS into a comprehensive, one-stop solution that facilitates employment, skilling, and counselling, while also enabling hyperlocal job matching and supporting both domestic and international job placements.

From the private sector perspective, Mr. Dinker Vashisht, Chief of Corporate Affairs at Swiggy, underlined the transformative potential of the partnership. “This MoU aligns public and private sector platforms to enhance employment scalability. It reflects Swiggy’s commitment to inclusive hiring and structured onboarding, which are vital for supporting digital livelihoods and workforce empowerment,” he remarked.

The MoU includes several key components:

  • Real-time job postings integrated into the NCS portal for delivery and logistics roles
  • Emphasis on inclusive hiring with a focus on youth and women
  • Facilitation of digital onboarding and promotion of government welfare schemes
  • Support for career progression through skilling initiatives
