Vikas Anand Appointed Secretary to Delhi Chief Minister

In a significant administrative reshuffle aimed at bolstering the Chief Minister’s Office (CMO), senior IAS officer Vikas Anand (2002: AGMUT) has been appointed as Secretary to Delhi Chief Minister Rekha Gupta. The appointment was formalised on Monday, April 7, 2025.


Before this role, Anand was on central deputation, serving as CEO of the National Land Monetisation Corporation (NLMC) under the Department of Public Enterprises (DPE). His new assignment comes close on the heels of another high-level induction—on February 27, 2025, Madhu Rani Teotia (IAS:2008:AGMUT) was named Secretary to the Chief Minister, while Sandeep Kumar Singh (IAS:2011:AGMUT) and Ravi Jha (IAS:2011:AGMUT) took charge as Special Secretaries.

Anand brings with him a proven track record in Delhi’s administrative landscape. He previously held the position of Special Secretary (Education), where he played a pivotal role in overhauling government schools and implementing key reforms under the Aam Aadmi Party (AAP) government’s education policy. His efforts were central to the party’s flagship initiatives in the education sector.

From 2020 to 2023, Anand also served as Additional CEO of the Delhi Jal Board (DJB), overseeing crucial projects in water supply and sewage management. His tenure saw both significant advancements and notable challenges, particularly during periods of water scarcity and heightened pollution levels. Additionally, his stint as Special Secretary in the Home Department involved close coordination with the Delhi Police.

Given his extensive administrative expertise and nuanced understanding of Delhi’s governance challenges, Vikas Anand is expected to play a critical role in executing the Chief Minister’s vision and enhancing the overall efficiency of the CMO.
