As Odisha rapidly scales its clean-energy and hydro-power capacity, the Odisha Hydro Power Corporation (OHPC) is investing heavily in future-ready human capital. Through a mix of Green HR practices, digital training systems, advanced skill development, and leadership programmes, the Corporation is build-ing a highly skilled and environmentally conscious workforce capable of supporting next-generation clean-energy projects—from hydropower modern-isation to pumped-storage and renewable-energy expansion. Sandeep Pattnaik, Director, HR, Odisha Hydro Power Corporation Limited (OHPC), shares more in an exclusive interaction with Abhineet Kumar & Sonam Bhati of Elets News Network.

As Odisha expands its clean energy and hydropower capacity, how is OHPC strengthening its human resource capabilities to meet the evolving technical and operational demands of the sector?
As Odisha expands its clean-energy and hydropower portfolio, OHPC is strategically upgrading its human-resource capabilities to meet rapidly changing technical and operational demands. A sustainable talent pipeline is maintained through the recruitment of highly qualified engineers via GATE, as well as the induction of management graduates, ITI/diploma holders, and administrative personnel.
To build a future-ready and environmentally conscious workforce, OHPC has introduced Green HR practices such as promoting digital training platforms, reducing paper-based processes, and integrating environmental awareness modules into employee learning. Advanced training pathways—digital learning modules, simulation-based hydropower operations, and specialised courses at leading institutes such as NPTIs, CBIP —prepare employees for modern, energy-efficient operations.

High-performing employees receive sponsorship for higher studies at IITs, IIMs, and similar premier institutes. Research and innovation are encouraged through study leave for M.Tech and PhD programmes and active participation in renewable-energy projects. These initiatives position OHPC’s workforce to address next-generation clean-energy challenges while supporting the organisation’s sustainability goals.
What key initiatives has OHPC undertaken to build a future-ready workforce, especially in areas such as digital operations, safety culture, skill development and leadership training?

OHPC has undertaken several strategic initiatives to strengthen workforce capabilities in digital operations, safety culture, skill development, and leadership excellence. The introduction of a comprehensive e-office system, upgraded ERP and IMS platforms, and the adoption of digital workflows not only improve transparency and efficiency but also align with Green HR objectives by significantly reducing paper usage and carbon footprint.
Technical staff are regularly trained in digital competencies at national institutions such as NPTI, while a dedicated Information & Cyber Security Division addresses emerging digital risks. On the safety front, OHPC has strengthened its SHE Policy, created disaster-management cells across units, and embedded environmental sustainability practices into safety protocols.
Leadership capability is enhanced through Management Development Programmes (MDPs) and case-based learning sessions for mid-level and senior executives, promoting strategic, ethical, and environmentally responsible decision-making.
Employee welfare and organisational culture play a decisive role in the performance of public sector utilities. What steps is OHPC taking to enhance employee engagement, workplace wellbeing and talent retention?
OHPC cultivates a supportive organisational culture built on well-being, recognition, and sustainability. The Corporation’s attractive compensation structure is complemented by extensive welfare measures, including comprehensive medical coverage for employees and dependents and annual preventive check-ups.
Employee engagement initiatives—including inter-unit sports tournaments, plantation drives, cleanliness campaigns, and environmental awareness activities—all of which promote teamwork and social responsibility. Our in-house journal “Varun” further enhances internal communication and employee Connectedness across the locations.
The Employees’ Suggestion Scheme rewards innovative and eco-friendly suggestions, encouraging a culture of continuous improvement. OHPC also celebrates community festivals and conducts town hall meetings with senior executives, providing direct interaction and open dialogue. Career advancement opportunities, skill development initiatives, and a strong recognition culture help OHPC nurture a motivated and loyal workforce committed to organisational and environmental excellence.
With Odisha positioning itself as a leader in renewable energy and large-scale storage, how does OHPC envision the role of its workforce in supporting this transition and what long-term HR strategies are being adopted to align with the State’s clean energy goals?
As Odisha positions itself as a renewable-energy leader, OHPC identifies its workforce as the pivotal enabler of this transition. The shift toward a clean-energy ecosystem—spanning hydropower optimisation, pumped-storage development, and solar-energy installations—requires a blend of sophisticated technical skills and modern managerial capabilities.
Green HR strategies are integrated into the organisation’s long-term workforce planning, emphasising eco-friendly operations, energy-efficient behaviours, and sustainability-based decision-making. OHPC is strengthening management competencies in project management, data-driven planning, resilience and risk management, stakeholder coordination, and cross-functional collaboration—skills essential for operating in a technology-intensive, environmentally aligned energy landscape.
Long-term HR strategies focus on preparing talent for upcoming hydro power and pumped-storage projects through continuous upskilling, renewable-energy training, and leadership programmes that emphasise innovation, sustainability, and environmental responsibility.
