The Telangana Government has appointed senior IAS officer Jayesh Ranjan, Special Chief Secretary to the Government, Metropolitan Area & Urban Development Department, as Special Officer for the Greater Hyderabad Municipal Corporation (GHMC), Cyberabad Municipal Corporation, and Malkajgiri Municipal Corporation.

The appointment, announced on Wednesday, February 11, comes after the five-year term of the GHMC Council concluded on Tuesday, February 10.

GHMC Reorganised into Three Corporations

In a significant administrative move, the state government has reorganised the existing GHMC into three separate municipal corporations—Greater Hyderabad, Cyberabad, and Malkajgiri—to better manage the rapidly expanding urban landscape.

The decision follows last December’s merger of 27 municipalities on Hyderabad’s outskirts into GHMC, which expanded the city’s jurisdiction from 650 sq km to 2,053 sq km, transforming it into a mega urban region. The government said the restructuring was necessary to address administrative requirements arising from this expansion.

Jurisdiction of the New Corporations

  • Cyberabad Municipal Corporation will include the Serilingampally, Kukatpally, and Qutbullapur zones.

  • Malkajgiri Municipal Corporation will cover the Malkajgiri, L B Nagar, and Uppal zones.

  • The remaining areas—Shamshabad, Rajendranagar, Charminar, Golconda, Khairatabad, and Secunderabad—will continue under the Greater Hyderabad Municipal Corporation (GHMC).

Key Administrative Appointments

The government has appointed IAS officers G Srijana and T Vinay Krishna Reddy as Commissioners of the Cyberabad and Malkajgiri Municipal Corporations, respectively.
Meanwhile, R V Karnan will continue as GHMC Commissioner following the reorganisation.

Other Transfers and Postings

Alongside the restructuring, several Non-Cadre Officers have been transferred to ensure smooth functioning across departments:

  • S. Pankaja, previously Additional Commissioner, Urban Community Development (UCD), GHMC, has been posted as Executive Director, HMWS&SB, Malkajgiri.

  • Samrat Ashok Nama (SGMC), who was awaiting posting, has been appointed Executive Director, HMWS&SB, Hyderabad.

  • M. Santhosh, District Registrar, Registration & Stamps Department, Rangareddy, has been transferred as Executive Director, HMWS&SB, Cyberabad.

  • K. Shashikiranachary, Assistant Director, Employment & Training, has been appointed Joint Secretary, Lok Bhavan.

Officials said the transfers and administrative restructuring were undertaken to strengthen governance mechanisms and ensure efficient delivery of civic services in the rapidly growing Hyderabad metropolitan region.

The move marks a major step in adapting urban administration to the city’s scale and complexity, with the aim of improving infrastructure planning, service delivery, and local governance.
