The Government of Gujarat has taken a major step toward strengthening its artificial intelligence and digital infrastructure ecosystem by signing a Memorandum of Understanding (MoU) to establish a 250 MW green AI-ready data centre campus at Dholera Special Investment Region (SIR).
The agreement was signed in New Delhi during the India AI Impact Summit 2026, in the presence of Gujarat’s Science and Technology Minister Arjun Modhwadia.
₹25,000 Crore Investment to Strengthen AI Infrastructure
The MoU, signed between the state’s Department of Science and Technology and Larsen & Toubro VYOMA, involves an investment of ₹25,000 crore. The data centre campus is expected to become operational by 2028.
Officials said the project will develop a high-capacity, environmentally sustainable facility designed to support cloud computing, advanced analytics, and AI-driven services, positioning Gujarat as a key hub for next-generation digital infrastructure.
Boost to Sustainable Digital Growth
The initiative aligns with the state’s IT/ITeS Policy (2022–27) and aims to promote innovation-led growth while ensuring sustainability. The Dholera SIR campus is expected to attract technology investments, generate large-scale employment during construction and operations, and foster a wider digital ecosystem in the region.
Detailed Planning and Government Facilitation
Under the agreement, L&T VYOMA will conduct detailed assessments related to land suitability, infrastructure readiness, availability zones, and sustainability benchmarks. The Gujarat government will support the project through coordinated facilitation to ensure smooth implementation.
Supporting India’s AI Vision
The initiative also aligns with Prime Minister Narendra Modi’s ‘MANAV’ vision for artificial intelligence, which emphasises ethical AI, accountable governance, national data sovereignty, and technologies that augment human capabilities.
State-Level Push for AI and Digital Governance
Chief Minister Bhupendra Patel has reinforced Gujarat’s focus on AI-led development, with more than ₹850 crore allocated in the state budget for AI and digital governance initiatives this year.
