The Gujarat government on Thursday carried out a small but significant bureaucratic reshuffle, transferring and reassigning three senior Indian Administrative Service (IAS) officers across key administrative and public sector roles. The changes were notified by the General Administration Department (GAD) and are aimed at strengthening leadership in urban governance, public transport, and the power sector.

Shalini Agrawal Moves from Surat to State Power Utility

IAS officer Shalini Agrawal, who was serving as the Municipal Commissioner of the Surat Municipal Corporation, has been transferred from her current position. According to the official order, her services have been placed at the disposal of the Energy and Petrochemicals Department.

She has been appointed as Managing Director of Gujarat Urja Vikas Nigam Ltd (GUVNL), Vadodara, which is the apex holding company of Gujarat’s power sector. Agrawal will replace Jenu Devan, who was holding the post as an additional charge and has now been relieved of that responsibility.

Nagarajan M Takes Over as Surat Municipal Commissioner

In another key change, IAS Nagarajan M, who was serving as Vice Chairman and Managing Director of the Gujarat State Road Transport Corporation (GSRTC), Ahmedabad, has been transferred to urban administration.

He has been appointed as the new Municipal Commissioner of the Surat Municipal Corporation, with his services placed under the Urban Development and Urban Housing Department. His posting comes at a crucial time as Surat continues to expand rapidly and undertake large-scale urban infrastructure projects.

Dr Rajender Kumar Given Additional Charge of GSRTC

Following Nagarajan’s transfer, the government has entrusted IAS Rajender Kumar with additional responsibility. Dr Kumar, who is currently serving as Commissioner of Transport, Gandhinagar, has been given the additional charge of Vice Chairman and Managing Director of Gujarat State Road Transport Corporation (GSRTC), Ahmedabad.

He will now oversee the functioning of the state-run transport corporation alongside his existing duties in the transport department.

Administrative Fine-Tuning Across Key Sectors

Though described as a minor reshuffle, the changes involve strategically important positions that directly affect civic administration, public transport services, and energy management in Gujarat. Officials said the realignment reflects the state government’s ongoing effort to place experienced officers in roles critical to service delivery and infrastructure development.

The new appointments take effect immediately, as per the GAD notification.
