Gujarat Chief Minister Bhupendra Patel has announced that the state will establish the Indian AI Research Organization (IAIRO) at GIFT City, marking a major step in India’s artificial intelligence research ecosystem. The organisation is scheduled to become operational on January 1, 2026.

The project will be developed with an estimated investment of ₹300 crore over the first five years and will follow a public-private partnership (PPP) model, with equal participation from the Government of Gujarat, the Government of India and industry partners. Leading pharmaceutical companies, represented by the Indian Pharmaceutical Alliance (IPA), have joined as anchor private partners.

IAIRO will be set up as a Special Purpose Vehicle (SPV) and will function as a national, non-profit and multidisciplinary AI research hub. It will focus on advanced AI research and development, creation of AI-driven products and solutions, human capacity building and policy-oriented research.

The organisation will also promote collaboration among academia, startups, industry and government, creating a common platform for innovation and knowledge exchange. To support large-scale computing needs, IAIRO will operate on a hybrid compute model, combining its own GPU infrastructure with national platforms such as the IndiaAI Cloud.

Artificial intelligence is increasingly influencing sectors such as healthcare, education, agriculture and economic planning. Officials said the new institution will help strengthen India’s AI ecosystem while preparing future-ready talent for emerging technology roles.

Chief Minister Patel said the initiative places Gujarat at the forefront of India’s AI journey, making it the first state to establish a national-level AI research institution on a PPP model. The state government expects the centre to position Gujarat as a key global hub for emerging technologies and innovation in the coming years.
