Chhattisgarh Reshuffles Police Leadership; IPS Sanjeev Shukla Appointed Raipur’s First Police Commissioner

In a major step towards overhauling urban policing, the Chhattisgarh government on Thursday ordered a large-scale reshuffle of the police leadership, transferring 15 IPS officers and appointing Sanjeev Shukla as Raipur’s first Police Commissioner. The move follows the formal notification of the Police Commissionerate system for the state capital, signalling a shift to faster, more empowered law enforcement in the growing city.


Raipur Gets Its First Police Commissioner

Senior IPS officer Sanjeev Shukla (2004 batch), earlier serving as Inspector General (IG), Bilaspur Range, has been named the inaugural Police Commissioner of Raipur. With this appointment, the commissionerate framework is expected to come into full operational effect, granting the Police Commissioner greater executive powers to address urban crime, traffic management, and public order.

Additional Police Commissioner for Urban Policing


To strengthen the new setup, Amit Tukaram Kamble (2009 batch) has been transferred from DIG, Kanker, and posted as Additional Police Commissioner, Raipur Urban, supporting the commissioner in day-to-day policing and coordination.

Young Officers Take Charge as DCPs


Several young IPS officers from the 2020 batch have been entrusted with key Deputy Commissioner of Police (DCP) roles under the commissionerate structure:

  • Umesh Prasad Gupta – DCP (Central), Raipur

  • Sandeep Patel – DCP (West), Raipur

  • Mayank Gurjar – DCP (North), Raipur

  • Vikas Kumar – DCP (Traffic & Protocol), Raipur

  • Rajanala Smruthik – DCP (Crime & Cyber), Raipur Urban

In addition, Ishu Agrawal (2022 batch) has been posted as ACP, Azad Chowk, within the new commissionerate framework.

IG-Level and District Transfers

The reshuffle also includes senior-level postings across the state:

  • Ramgopal Garg – IG, Bilaspur Range

  • Abhishek Shandilya – IG, Durg Range

  • Balaji Rao Somawar – IG, Rajnandgaon Range

At the district level:

  • Dr Lal Ummed Singh – SSP, Jashpur

  • Shashi Mohan Singh – SSP, Raigarh

  • Divyang Patel – SP (Rail), Raipur

  • Shweta Srivastava Sinha – SP, Raipur Rural

Commissionerate System Comes into Effect

The Police Commissionerate system will be effective in half of Raipur district from January 23, 2026. Under the new structure, the Police Commissioner will oversee 21 police stations, while the Superintendent of Police will manage 12 police stations. The Home Department issued the formal notification on Wednesday evening.

A New Chapter in Urban Policing

Officials say the shift to a commissionerate model is aimed at quicker decision-making, stronger accountability, and better handling of urban challenges such as traffic congestion, cybercrime, and public safety. With empowered leadership and a reworked command structure, the government hopes to significantly improve policing outcomes in the state capital.
