Prime Minister Narendra Modi will chair the fifth National Conference of Chief Secretaries in New Delhi on December 27 and 28, 2025, the Prime Minister’s Office (PMO) has announced.
The two-day conference will bring together Chief Secretaries from all states and union territories to deliberate on important governance priorities, policy implementation challenges, and strategies to enhance administrative effectiveness across sectors.
Officials said discussions will focus on improving service delivery, leveraging technology for public administration, and identifying best practices that can be scaled up nationally. The forum is also expected to review key outcomes from recent national initiatives and chart collaborative approaches for upcoming policy goals.
The National Conference of Chief Secretaries provides a platform for the central and state administrative heads to engage directly and align on operational priorities. Participants typically include senior officials from central ministries, state governments, and strategic policy units.
A senior government official said, “The conference offers an opportunity for shared learning and collective action on pressing governance and development issues.”

The deliberations are expected to contribute to improved coordination in policy execution and strengthen cooperative federalism. Outcomes and key recommendations from the conference will be shared with states after the meeting concludes on December 28.
