In a significant administrative shake-up, the Assam government has issued transfer and posting orders for several IAS and ACS officers, aimed at strengthening governance and enhancing public service delivery. The orders, approved by the Governor, were issued by the Department of Personnel (Personnel-A), with a focus on administrative efficiency in crucial sectors like disaster management, water, transport, and industry.
Key Reassignments of IAS Officers:
- Syedain Abbasi (IAS: 1990) relieved of additional charges as Special Chief Secretary, Irrigation and Resident Representative, New Delhi; continues with Public Health Engineering and Water Resources.
- Kailash Chand Samria (IAS: 1993), Chairman, Board of Revenue, gets additional charge as Additional Chief Secretary, Irrigation Department.
- L. Sweety Changsan (IAS: 1994), on return from deputation, appointed Additional Chief Secretary, Revenue & Disaster Management and Tribal Affairs (Plain), and CEO, ASDMA.
- Gyanendra Dev Tripathi (IAS: 1998) transferred as Principal Secretary, Transport Department, with additional charges of Border Protection & Development, Assam Accord, and Skill, Employment & Entrepreneurship.
- Rakesh Kumar (IAS: 2005) relieved from Excise Department; retains roles as MD, APDCL and Chairman, APGCL.
- Ashwani Kumar (IAS: 2010) designated as Chief Data Officer under Assam State Data Policy 2022.
- Dr. Lakshmanan S (IAS: 2011) appointed Mission Director, NHM Assam and MD, Guwahati Smart City Ltd; retains partial charge in Industries & Commerce.
- Adil Khan (IAS: 2011) becomes Secretary, Excise, Welfare of Minorities, Barak Valley Development, and Irrigation.

- Riju Gogoi (IAS: SCS 2011) appointed Secretary, Home & Political Department.
- Deba Prasad Misra (IAS: SCS 2011) posted to Administrative Reforms & Training, Pension & Public Grievances; also Director of Training, AASC.
- Pallav Gopal Jha (IAS: 2012) relieved from ASDMA and Revenue; appointed MD, Guwahati Jal Board.
- Oinam Sarankumar Singh (IAS: 2012) posted as Secretary, Handloom, Textile & Sericulture and Water Resources, and MD, Assam Silk Outreach Mission.
- Dr. Jeevan B (IAS: 2013) appointed Secretary, Innovation, Incubation & Start-Ups, and Housing & Urban Affairs; CEO, FREMAA.
- Megha Nidhi Dahal (IAS: 2015), MD, AIDC, now also Commissioner, Industries & Commerce.
ACS Officer Movements:
- Meenakshi Das Nath (ACS: 1992), Additional CEO, ASDMA, additionally appointed Project Director, Assam Integrated River Basin Management Project.
- Dilip Kumar Borah (IAS: Non-SCS 2012) relieved from Handloom and ASOM portfolios.
