Assam Government Appoints Hivare Nisarg Gautam as CM’s Secretary Among Several Reshuffle Orders

In a significant administrative shake-up, the Assam Government has issued a series of transfer and posting orders affecting several IAS, IPS, and ACS officers across the state. The Department of Personnel released multiple notifications announcing the reshuffle, which also includes the assignment of additional responsibilities to some officers.

As part of the changes, Hivare Nisarg Gautam, the current Deputy Commissioner of Hailakandi, has been appointed as Secretary to the Chief Minister’s Office. In his place, Abhishek Jain, who previously served as Joint Secretary in the Chief Minister’s Office, will now take charge as the District Commissioner of Hailakandi.

Adil Khan, Secretary to the Government of Assam, handling multiple portfolios such as Excise, Welfare of Minorities Development, Barak Valley Development, and Irrigation, has been given the additional charge of Project Director, Assam Resilient Rural Bridges Program (ARRBP).

Similarly, Anbamuthan M P, who currently serves as Secretary to the Government of Assam in the PWD (Roads) Department, along with roles in several infrastructure-related projects, including ARNIP and ASRIP, and as CEO of GMDA and MD of AUIDFCL, will now also hold the position of Project Director, Assam Disaster Resilient Hill Area Roads Development Project (ADRHARDP) as an additional charge.

Bimal Deka, Joint Secretary in the General Administration Department and State Protocol Officer, has been appointed as Managing Director of the Assam State Warehousing Corporation, an additional responsibility alongside his current duties.

In the health sector, Dr. Lakshmanan S, Mission Director of the National Health Mission (NHM), Managing Director of Guwahati Smart City Ltd., and Secretary in the Industries, Commerce & Public Enterprises Department (CMAAA), will now also serve as the Managing Director of Assam Medical Services Corporation Ltd. (AMSCL) and Commissioner of Food Safety & Drugs Administration, Assam.

Dr. Robin Kumar, who was Secretary to the Health & Family Welfare Department and MD of AMSCL, has been relieved of his existing posts and now holds a substantive appointment as Director (in-charge), Directorate of Forensic Science, Assam.

A notable change is the reassignment of Dr. P. Uday Praveen, who served in various capacities in the Industries, Commerce and Public Enterprises Department and the Directorate of Innovation, Incubation, and Start-ups. He is now transferred and substantively posted as Secretary to the Government of Assam, Agriculture Department, and will continue to serve as Director of Agriculture as an additional charge. He has been relieved from all his earlier roles in the industries and start-up innovation sectors.

These transfers reflect the Assam Government’s ongoing efforts to enhance administrative efficiency and optimise governance by placing experienced officers in strategically important roles. The reassignment is expected to further streamline project implementation and improve the delivery of public services across departments.
