AI Mission 2025 to 2030 Announced by Gujarat Chief Minister

Gujarat Chief Minister Bhupendrabhai Patel has officially approved the state’s “Action Plan for Implementation of Artificial Intelligence 2025–2030,” marking a significant move towards leveraging artificial intelligence across key sectors of governance and public service. The initiative is poised to skill over 2.5 lakh individuals, including students, MSME professionals, and government staff, in AI technologies, machine learning, and data-driven innovation.

The comprehensive five-year strategy was crafted following a reflective policy workshop held in late 2024. It is the result of an in-depth consultation by a dedicated 10-member task force, established to evaluate the role of AI in enhancing service delivery and improving decision-making processes in public administration.

A central element of the plan is the establishment of a dedicated institutional mechanism, known as the AI and Deep Tech Mission. This mission will function as the primary agency for implementing AI-related policies, fostering collaboration between academic institutions, industry stakeholders, startups, and government departments.

The roadmap is structured around five core pillars:

  1. Data Infrastructure – Establishing a secure, interoperable, and scalable data ecosystem that complies with governance and privacy standards.
  2. Digital Readiness – Strengthening technical infrastructure to support AI-based services across various departments.
  3. Workforce Development – Offering structured training programs to build capabilities in AI and related technologies for students, MSMEs, and public sector employees.
  4. Research and Innovation – Promoting academia–industry collaboration for joint research, development of indigenous technologies, and intellectual property creation.
  5. Startup Support – Encouraging the growth of AI-focused startups through funding, incubation, mentorship, and regulatory assistance.

The action plan also outlines the introduction of AI into sectors such as healthcare, education, agriculture, fintech, and civic governance. Potential applications include AI-assisted diagnostic tools, predictive learning platforms, precision agriculture advisories, and data-driven public policy design.

Training and upskilling initiatives under this plan are expected to prepare a future-ready workforce. Special focus will be placed on creating curriculum modules aligned with global AI standards, tailored skill certification, and fostering a culture of continuous learning across all participating sectors.

The AI and Deep Tech Mission will also oversee pilot programs, establish implementation benchmarks, and ensure accountability in execution. By offering structured support to startups, the mission aims to create a thriving innovation ecosystem with Gujarat as a hub for responsible and inclusive AI development.

This initiative aligns with Gujarat’s broader digital transformation policies and underlines the state’s ambition to be a leader in AI adoption at the state level. With a clear governance framework, strong institutional backing, and measurable outcome targets, Gujarat is setting the stage for a future driven by intelligent automation and data-powered public service.

The action plan is expected to achieve full rollout by 2030, with periodic evaluations to ensure that objectives are met efficiently and adaptively. Through this bold move, the state government aims to not only empower its institutions but also prepare its citizens for the technological advancements shaping tomorrow’s world.
