India has taken a leadership role in driving digital transformation across BRICS nations by convening a Virtual Capacity Building Session organised by the Department of Telecommunications (DoT) through the National Communications Academy – Technology (NCA-T), Ghaziabad. Held under the BRICS ICT Working Group framework, the event served as a collaborative forum for exchanging best practices, addressing shared challenges, and reinforcing ICT partnerships among member countries.
The session featured inaugural addresses by Daniel Cavalcanti, BRICS Chair, and Atul Sinha, Director General of NCA-T. Cavalcanti commended India’s efforts, emphasizing the event’s contribution to advancing cooperation in areas such as mobile security, cyber resilience, digital infrastructure, and digital twin technologies. Atul Sinha highlighted the importance of capacity building through co-created, secure, and scalable technologies that empower citizens across the BRICS bloc.
India’s pioneering initiatives—Sanchar Saathi, AADHAAR, and Sangam Digital Twin—emerged as exemplary models of innovation in citizen services and digital governance.

- Session I: Empowering Mobile Users
India showcased Sanchar Saathi, a flagship program designed to protect users from mobile fraud and promote transparency. The initiative highlighted the value of citizen-centric regulatory frameworks that foster trust and accessibility in mobile communications.
- Session II: Cyber Resilience for the 21st Century
India and Brazil led discussions on national strategies for cyber resilience, emphasising preparedness, agile response, and international collaboration to counter evolving cyber threats.
- Session III: Foundations of Digital Public Infrastructure (DPI)
India presented AADHAAR as a transformative DPI tool enabling identity-driven public service delivery. China shared its experiences in building secure and interoperable platforms, underscoring DPI’s role in inclusive governance. - Session IV: Digital Twin – Revolutionising Public Infrastructure
India introduced the Sangam Digital Twin project, which leverages AI-native, federated platforms for real-time infrastructure planning and predictive governance. China also contributed its insights, emphasising the transformative power of data-driven simulations.

In closing remarks, Avinash Agarwal, Deputy Director General, International Relations Division, DoT, and Daniel Cavalcanti reaffirmed the commitment to sustained digital collaboration among BRICS members.
