In a significant administrative shake-up, the New Delhi establishment has appointed new Joint Secretaries at Level 14 of the Pay Matrix.

Here are the key appointments:

1. Nila Mohanan (IAS: 2007: UT) has been appointed Joint Secretary, Cabinet Secretariat, until 04.10.2025, replacing Ashutosh Jindal (IAS: 1995: TR).
2. Samir Ashwin Vakil (IRS IT: 1998) is now Director, Serious Fraud Investigation Office (SFIO), Ministry of Corporate Affairs, taking over from Keshav Chandra (IAS: 1995: UT).
3. Aishvarya Singh (IAS: 2008: SK) becomes Joint Secretary, Department of Commerce, until 05.02.2025, replacing Vipul Bansal (IAS: 2005: KN).
4. Muktanand Agrawal (IAS: 2008: RJ) is appointed Joint Secretary, Department of Agriculture & Farmers Welfare, until 06.11.2027, replacing Ashish Kumar Srivastava (IFoS: 1997: TN).
5. Purna Chandra Kishan (IAS: 2005: RJ) is named Joint Secretary, Department of Agriculture & Farmers Welfare, replacing Pankaj Yadav (IAS: 2001: HY).
6. Anurag Srivastava (IRS IT: 1993) is now Joint Secretary & FA, Department of Atomic Energy, Mumbai, replacing Rajeev Kumar Mital (IAS: 1998: MH).
7. Ekta Vishnoi (IRS IT: 1999) is appointed Joint Secretary, Department of Bio-Technology, until 05.11.2026, replacing Chaitanya Murti (IFoS: 1995: TR).
8. Siddharth Jain (IAS: 2001: AP) will replace Alok Agarwal (CSS) as the Joint Secretary of the Ministry of Cooperation.
9. Kaul Sanjay Moolchand (IAS: 2001: KL) is now Joint Secretary, Ministry of Culture, replacing Sanjukta Mudgal (IFoS: 1990: MP).
10. Pawan Kumar Sharma (IAS: 1999: MP) is appointed Joint Secretary, Department of Defence, replacing Nivedita Shukla Verma (IAS: 1991: UP).
11. Amit Satija (IAS: 2008: UT) is now Joint Secretary, Department of Defence Production, until 16.04.2028, replacing Surendra Prasad Yadav (IFoS: 1996: WB).
12. Alok Tiwari (IAS: 2007: UP) is appointed Joint Secretary, Department of Economic Affairs, until 26.09.2026, replacing K Manicka Raj (IAS: 2005: TG).
13. Sanjay Kumar (IAS: 2008: UT) becomes Deputy Election Commissioner, Election Commission of India, until 26.01.2027, replacing R K Gupta (CSS).
14. Ajeet Kumar (IAS: 2002: MP) is now Deputy Election Commissioner, Election Commission of India, replacing Ajay Bhadoo (IAS: 1999: GJ).
15. Nand Kumarum (IAS: 2008: MP) is appointed CEO of National eGovernance Division (NeGD), Ministry of Electronics & IT, until 17.07.2027, replacing Abhishek Singh (IAS: 1995: NL).
16. Anirudh Kumar (IRSME: 1995) became Joint Secretary of the Warehousing Development & Regulatory Authority (WDRA), replacing Dheeraj Sahu (IAS: 1996: UP).
17. Latha Ganapathy (IAS: 2007: TN) is appointed Joint Secretary, Department of Health & Family Welfare, until 02.10.2027, replacing Vipul Aggarwal (IPS: 2001: GJ).
18. Nikhil Gajraj (IAS: 2008: HY) is now Joint Secretary, Department of Health & Family Welfare, until 27.08.2024, replacing Aradhana Patnaik (IAS: 1998: JH).
19. V. Kiran Gopal (IAS: 2008: MP) is appointed Joint Secretary, National Health Authority (NHA), until 11.11.2026.
20. Sudhanshu Panwar (IRSME: 1997) becomes Joint Secretary, Ministry of Heavy Industries, replacing Mukta Shekhar (IRAS: 1994).
21. Niraj Kumar Bansod (IAS: 2008: CG) is appointed Joint Secretary, Ministry of Home Affairs, until 29.08.2027, replacing Prakash (CSS).
22. Sunil Kumar (IRAS: 1995) is now Additional Registrar General, O/o Registrar General and Census Commissioner, replacing Sanjay (ISS: 1992).
23. P Bala Kiran (IAS: 2008: KL) is appointed Director (Census Operations) (JS level), Andhra Pradesh, until 31.12.2025.
24. Pooja Pandey (IAS: 2008: AM) becomes Director (Census Operations) (JS level), Arunachal Pradesh & Meghalaya, until 31.12.2025.
25. Sheetal Verma (IAS: 2007: UP) is appointed Director (Census Operations) (JS level), Uttar Pradesh, until 31.12.2025.
26. Vatsalya Saxena (IRS IT: 1994) will be the CEO of Khadi and Village Industries Commission (KVIC), Ministry of MSME, until 30.04.2028, replacing Vinit Kumar (IRSEE: 1994).
27. Kumar Ravi Kant Singh (IAS: 2008: UP) is appointed Joint Secretary, Department of Military Affairs, until 01.06.2025, replacing Shantanu (IAS: 1997: TR).
28. Ram Singh (IAS: 2008: AM) is now Joint Secretary, Ministry of Minority Affairs, until 24.05.2027, replacing Jitendra Singh Raje (IAS: 2007: SK).
29. Dhrijesh Kumar Tiwari (ISS: 1998) becomes Joint Secretary, Development Monitoring and Evaluation Office (DMEO), NITI Aayog, replacing Shailendra Kumar Dwivedi (IPoS: 1997).
30. J Ashok Kumar (IAS: 2008: UT) is appointed Joint Secretary, Department of Personnel and Training (DOPT), until 03.03.2027, replacing Rajul Bhatt (IPoS: 2000).
31. Chhavi Bhardwaj (IAS: 2008: MP) is now Joint Secretary, DOPT, until 17.07.2027, replacing Nila Mohanan (IAS: 2007: UT).
32. Shyama Prasad Roy (CSS) is appointed Joint Secretary, Capacity Building Commission (CBC), DOPT.
33. V Lalithalakshmi (IAS: 2008: WB) has been appointed Secretary of the Capacity Building Commission (CBC), with the additional charge of CEO of Karmayogi Bharat, DOPT.
34. Shiv Kumar (IAS: 2008: UT) is now Additional Secretary, Central Vigilance Commission (CVC), DOPT, until 02.12.2026, replacing Praveen Kumari Singh (IRPS: 1993).
35. Vinod Seshan (IAS: 2008: AM) is appointed Joint Secretary, Department of Petroleum & Natural Gas, until 08.03.2027, replacing Sunil Kumar (IRAS: 1995).
36. Naval Kishore Ram (IAS: 2008: MH) is now Joint Secretary, Department of Revenue, until 10.08.2025, replacing Ritvik Ranjanam Pandey (IAS: 1998: KN).
37. Rohini R Bhajibhakare (IAS: 2008: TN) is appointed Joint Secretary, Department of Rural Development, until 27.11.2024, replacing Amit Kataria (IAS: 2004: CG).
38. Dipti Aditya Kanade (IAS: 2008: KN) is now Joint Secretary, Department of Space, Bengaluru, until 24.04.2027, replacing G Jayanti (CSS).
39. Shobhit Jain (IRS C&IT: 2001) has been appointed Joint Secretary of the Department of Sports, replacing Prem Kumar Jha (IFoS: 1993: OD).
